No. All models 1994-later have a 16 pin Assembly Line Data Link (ALDL) which is the newer OBD II system which can only be accessed with a scan tool.
This is a problem with all GM N-body cars in these years. The water is coming through the firewall. I had it fixed for $350 at a GM dealer but the problem has come up again. There should be a recall. After I dried out the carpet, I stuffed some towels where the carpet meets the firewall and change them when they get wet from rain or from washing the car. It's a hassle but I don't want to blow more money on something that shouldn't be a problem in the first place. Who designs these things?
For my car's case, it's definitely not the heater core. I even experimented by washing it and noticing water coming in there.
Update: I think the problem originates with the plastic that covers the blower motor. Mine actually started falling apart (literally) so I removed what was left of it and I don't seem to get anymore water entering the car (Not that I recommend taking the cover off).
AnswerUnless you are driving in rain your heater core is probably leaking. After driving the car for a while check behind the gas pedal and see if it has water. The pipes for the heater core enter the engine compartment just to the right of the gas pedal. To change it our yourself buy a book on your vehicle at the local auto parts store. The aftermarket heater cores (to me) are just as good as the metal/plastic original manufacture cores, and cost less. AnswerI've got the same problem with a leak on the drivers side only, but a different cause. The door gasket has a slit to allow water to pass. It got clogged with sand, once I cleaned it out the problem went away. just count the spark plugs and or spark plug wires. One goes to each plug.
You could read the information label somewhere under the hood also.

The Achieva has only one O2 sensor. It is located in the exhaust system very close to the engine. Look between the back of the engine and the firewall, while the engine is cold. Starting at the exhaust manifold, move toward the catalytic converter until you see a plug sticking out of the exhaust pipe with a cable or wiring coming out of it. That will be your O2 sensor.

Most typically this is caused by cold temperatures as experienced with my 1996. The easiest way to solve this is to have a friend use fingers to {gently) pry open the door while you are lifting up fully on the inside release lever. Normally it will heal itself again when warmer weather returns as it is caused by a frozen release cable in the track, or even a frozen latch on the fuel door itself.
I've had a problem with this on my 92 Achieva S almost since Day 1. The spring opener on the door broke or froze up. So now I just pry it open with a screwdriver or key whenever I fill up.
