Specifically, the language has been altered in practice to fit new technologies like the internet, text messaging, instant messaging, email, and so on. Usage has been molded to fit these technologies, much to the detriment of traditional grammar constructs.
Internet URL's, for instance, must consist of lower-case letters. Ditto for email addresses. Such rules are not a conscious attempt to restructure the language, but are set up to accommodate programmers. Text messaging and instant messaging, done on the fly with PC or cell phone, are by nature done quickly and with little or no regard to correct spelling, capitalization, or punctuation. Even the most sophisticated search engines on the internet do not differentiate between lower- and upper-case letters unless they are instructed to do so.
I guess the best answer to your question is that, in many of today's communication venues, people simply don't have to capitalize anything, and have lost (or never gained) the discipline required to stick out those pinkies to the SHIFT keys.
Of course, we now have the curious phenomenon of those whose CAPS LOCK buttons are permanently "on," dooming us all to their perpetual YELLING. But that's another story altogether.
