Legally, sure. But, there must be someone present to transport the vehicle and or drive it. Then the car would have to sit until able to be registered, that is unless your state has a law against unregistered vehicles like mine does. I would just wait until you are of age to drive and have a license before worrying about purchasing a vehicle.

The way I would "get myself out" of that deal is to call the bank who financed the car, tell them you don't have the down payment money and don't want the car. The dealer will probably let you out of the contract. Banks don't want repo's and it reflects badly on their business partner, the dealer.

Vacuum Switch with vac.lines is on the drivers side kinda of at the top of transfercase, there is a relay behind glovebox(for the push button) and there is a Vacuum Actuator under the battery box with a vacuum line on one end and a cable on the other that runs to the front diff. When you push your button you can actually hear the encoder motor and also the relay behind the glove box. I personally have had problems with the vacuum switch and the vacuum actuator. O.K. not sure if you can clean the encoder motor. They can actually seize up from not being used. I personally use my 4X4 all year (down gravel road, driveway or across yard) to make sure the encoder motors stays functional (these are very expensive)

They can try, a "charged off" account is just written off the books and an uncollectable debt, it does not mean you own the car, it just mean that the finance company or bank no longer considers it an asset. If there is not a body attachment, which are rarely given, and you need the car, try and work something out with the finance company. You can put a charged off debt or judgment in a bankruptcy.

Sorry..you put "private dealer". Is he a dealer or a Private Party? For the future it would help to know what state you are in. Not all states offer temp tags. The dealer made a sale. Ask him to drive it home for you with his dealer plates on. Better yet, you should insure and register it.
If your reference to 3.1 is the engine displacement, it sounds like it might be a Grand Am or some other Ponticac/GM car. We'll give it a shot though. If it's a fuel injection engine, I'd pull the cover off the assembly that the throttle cable goes to. In my '96 Sunfire, there is a rotating "wheel" which is what feeds fuel to the injector system. It's operated by the cable. That wheel, or whatever it moves, might be sticking due to age, wear or dirt. It's shoot it real well with good old WD-40 and try it again. Check the gas pedal and associated linkage too. It sure sounds like something is sticking or binding and you'll have to determine where.
