You would normally find it under the dash near the steering column. It is not in the fuse panel. It's left of the ashtray. If these lights are not working, a quick fix is to spray WD 40 around the switch. Then push it down with your thumb and let it pop up several times and also wiggle it around a bit.

Have a 2007 Tacoma extended cab with a 4 cyl/manual 5 spd. Good combination. With easy posted speed limit driving using cruise, no problem achieving 28 mpg. Sometimes it has hit 29. Truck is very quiet and comfortable. Big improvement over my former '97 Tacoma. Reliability is unquestioned. My old '97 has 180000 plus and still runs smooth and quiet. No leaks or drips under the motor at all. My '07 has 35000 and looks like it will be a winner like my old one. With the weight gain of 400# over the old truck, the acceleration has suffered. It is not as zippy and the gearing is tall to deliver the mpg. If your not a drag racer, it should not disappoint. Strongly recommend.
