Yes - you could use 2 turbos on a 4cyl by doing it bi-turbo which is controlled through an actuating system where both turbos are the same trim but one has a low AR ratio and the other has a hi AR ratio. The actuating system switches power from one Turbo to the other to get a perfect gain of power across a long range of engine rpm. Though this is a big waste as newer VGT turbos (variable geometry turbines) change their AR ratio depensing on how much throttle you give to the engine which VGT turbos are pretty nifty but can be difficult to maintain.
Another way is to go compound which is an alot more efficient use of a force induced performance system. Problem is, unless you're using a diesel engine, its a little to alot over kill for most gas engines, built or not. This setup is much easier to do aswell as its all turbo tech / physics and much less guess work.

Max rpm is limited by the speed of sound and the material the compressor wheel is made of . The rpms are usually expressed in tens of thousands of rpms and might be labels with a "K". Small turbos like a garrett T12 have a max rpm of 220,000rpms, while large turbos like the GT60 has a max speed of just 77,921rpms.
