***The problem you're experiencing is a malfunctioning ECM. It's the "body computer" for your vehicle and I've been through the same experiences, not to mention erratic inflation of the load leveling rear suspension. It can be attributed to the ECM going bad but there could be worse underlying causes such as a bad ground on the vehicle or moisture reaching the computer..both of which would continually cause ECM failure...i.e. you'll end up replacing it more than a few times and it will keep occurring with time. Chasing down a bad ground (the car has SEVERAL) can be costly or nearly impossible. It might just be time to part ways with it. I did with mine and it was rust free and otherwise perfect.
On the 4.9L Cadillacs & 1990 4.5L's, you need to follow the negative battery cable where it mounts to the side on the engine block (next to the starter). You need to take off the negative cable & clean not only the terminal lug, but the stud that bolts into the engine block. Remove any star washers you find on the lug, they are part of the problem.
The cause of the misfire is that a loose or dirty connection at the ground wire will cause a voltage drop on the distributor circuits. As little as 1/2 volt drop at the distributor, will cause the computer to lose the distributor signal & cause the engine to misfire... any electrical load (power windows, blinkers, etc) will increase the voltage drop at the distributor circuits & cause the computer to lose it's sync with the distributor. An easy test to start the engine cold, then rise & lower ALL your windows at the same time. If the running of the engine is affected, clean he main ground on the engine block. We call it a "Cadillac ground service"

PS the flasher itself may act as a fuse or the fuse may be intergrated to interact with other components as well. If your fuse panel is not marked take them out and check them one at a time and put them back making sure not to put the wrong fuse in another plug or socket.

If your standing in front of the car looking at the engine there is a fuse box on the fire wall on the passenger side and the relay is in that below the fuses when you remove cover. The blower motor resistor/power module is under that fuse box on the left hand side of it near the silver A/C tank.

There is an overflow tank on the passenger side rear of the engine compartment with a pressure cap. When the engine is cold (do not open hot EVER!!) Remove the cap and fill to the cold line marked on the side of the tank. Use DEXTRON coolant in a 50/50 mix. Run the engine and let cool. Check the level again. If you keep losing coolant and you can not see an obvious leak check the oil for a milky color or high level. You may have a head gasket problem.

On my 1994 DeVille it is locate underhood on the fire wall{this is the wall between the engine compartment and the passenger compartment}; (mid-way between the strut towers). It has a 3-4 wire connector running to it.
If you are standing in front of the vehicle (in the middle of the grill) find the Ignition coil pack [all of the spark plug wires connect to the Ignition coil pack]. Directly behind the right end of the ignition coil pack on the fire wall is the blower motor. Good luck.

Where is the radiator drain on a 2000 Chevy Blazer?
I have a 1999 Blazer and I was looking for the radiator drain plug as well yesterday. mine appears to be broken but it is located on the passenger side of the radiator near the bottom edgeon the engine side you might have a small black rubber hose coming of of the area of the drain I think this is supposed to make collection of the coolant easier. The drain is plastic and should look kind of like a wing nut. You also get the best access to it from inside the wheel well by moving out of your way a rubber skirt. Its still not easy there is not much room. I have read others have just removed the lower hose to drain the system. I know that makes a real mess.
1. Turn wheels all the way to the right.
2. Lift rubber flap inside passenger side (right side) wheel well to access white plastic drain cock
3. Place 1/4" drive rachet into end of drain cock and rotate 90 degrees (1/4 turn) counter clockwise
4. Remove rachet and pull white plastic drain cock outwards (towards firewall) to release coolant

I haven't looked up the size of your wheels, nor the size of the caddy wheel's and the tires, first off, you have to make sure they will fit in the caprice's wheelwell's before you do anything else.
Edelbrock used to sell adapters that bolt on to your present lug pattern, you'll have to look around, Edelbrock.com ,if they still make them, you may get lucky and find out they do have adapters for what you need.
Beware tho, I had a set of ford 15" cragar 10" wheels, and they had a set of mickey Thompson pro-tracs wrapped around them, I hung them on my 69 chevelle, using edebrock's adapters, well, crusing down the highway, then a huge lifting of the rear end, I thought I was hit by a truck, but then I saw my left cragar go flying by my car, the adapter worked it's way loose, broke off the Chevy studs, and needless to say, what it did to my chevelle 's quarter panel very much good either, since then, I have never used adapters for wheels, especially if you have a higher HP setup.

The little black bulb is the Twilight Sentinel dusk sensor. The outsige temp sensor should be between the radiator and front bumper/grill if im not mistaken.
you are correct mounted in front of a/c condender under hood latch mount bracket black with a little point at tip with a 2 wire connector plugged to it
