Have you checked the fluid? Has it been run low on fluid in the past? Check for leaks in the fluid return lines, you could be sucking air into the system. Is the fluid milky or foamy? milky would be an indication of moisture and foamy would indicate the air leak.

The 1998 most likely has a Northstar engine. On this engine the starter is under the intake, and the intake has to come off for replacement.

I tried to crank my Deville after having many successful cranks during the day. The electricity would b on, but the engine would not turn over. The message in the message center said, "Ignition disabled due to theft deterent system". Per instructions in manual, I waited three minutes and tried again. No success. you bother me and your lucky to get this info, jus thank your luck cause i had and beer and im feeling generous, anyhow, you have to with a screw driver detach the plate behind the door handle, and undo the screw, have a door removal tool handy cause if you dont youll end up having to buy a whole new door panel and hate your cadillac waiting for it to come in the mail. pay close attention to where you place your door removal tool, pop out the retaining clips starting with the clip closest to the door latch and closest to the window, start from the top and work your way down and back up on the other side, once the door panel is off then you can begin to disconnect the car made robot. The oil pump is always turning like a mechanical fuel pump & has no cycle like the engine itself. It is driven by the distributor.

I am assuming that you want to get the codes stored in the ECM or BCM that indicate problems.

To display stored codes:

1. Turn ignition on.

2. press the "Off" and "Warmer" buttons on the A/C control panel at the same time until all of the warning lights on the dash light up, then release the buttons.

3. Codes will display on the fuel gage to the left of the steering column.

4. .E before the code means that it is displaying a history code for the ECM

5. .E.E before the code means that it is displaying a current ECM code.

6. .F before the code means that it is displaying a history code for the

BCM

7. .F.F before the code means that it is displaying a current BCM code.

8. When it reads .7.0. All of the codes have been displayed and the system is ready to perform other diagnostic tests.

9. To Exit Diagnostics, press "Auto" on the A/C panel

The windshield wiper relay switch, on your 1999 Cadillac Deville, are located mounted to the firewall in the engine compartment. The relay switch will be next to the windshield wiper motor.

Take your car to a nearby business that tests your battery and charging system for free, around here Shucks and Les Schwab do that kind of thing. It costs nothing and they can usually get you a diagnosis.

Probably your voltage regulator or alternator.If battery more than 3 yrs old, may need to replace it.Diagnostics usually only take a few minutes.

: To change the bulbs all you have to do is put a flat blade screw driver on the right side of the bulb housing and gently push to the left. This will release the catch holding it in and it will drop out and down on the end of its wiring connector. 1/4 turn the bulb and remove. Replace the bulb and just put the housing back into the opening left side first, then just push up on the right side till you hear a click. Takes about 1 min per light. Works for all Deville types 00-08

I'm going threw the same problem with my 93 deville. I'm replacing the fuel filter, if that doesn't work fuel pump, if that doesn't work maybe the injectors or perhaps sparkplugs and distributor?

I'm no mechanic but my experiences with working on my own vehicles is, it's always going to be a process of elimination. In other words, the "trial and error" method. Unless you can get a shop or mechanic to hook their computer up to that can tell you exactly whats wrong with it. But I know first hand, that alot of shops don't carry the computer for cars below 95. In conclusion, I would do sparkplugs and wires, maybe distributer, or the fuel filter. Cheapest options before considering buying a $100 fuel pump.

the library has chilton repair manuals,i just copy the page,pages that i need for .10 cents a copy There is a diagram above the passenger front tire under the hood that shows you the routing direction for the serpentine belt. Clean it off so you can read it. You will need a 1/2 drive wrench to loosen slack on wheel tension assembly. mine didn't match the diagram under the hood exactly...one of the pullies was in the wrong place in the diagram..and it made the belt too big...i unfortunately didn't get the chance to take it off myself as the belt broke due to a bad idler pully. the correct path is (from top right clockwise)over the poer steering pump..straight down and under the compressor..back up and over the water pump..back down under the egine pully, up and aorund the right side of the idler pully...up and over the top left pully...then under the adjuster pully. if you stick a 1/2 drive in the square hole in the adjust pully arm..and pull it up and toawrad the front of the engine...it makes it easy to put the belt on...i put mine over the power steering pully last...as it's easiest for me. this is for devilles with 4.9 liter
