pry up on the end of the switch bezel with a small screwdriver remove and unplug. pry out the long narrow lamp at the back of the panel ( red and white i think) from the forward edge, unplug, remove large Phillips screw from behind it. remove large Phillips head screw from the hole where the switch assembly was removed. pry back the triangle piece at the front top of the panel, its attached to the panel and held to the door by a christmastree fastener, pry at the top corner. grab the panel by the pull handle and pull up and off it comes.
pry up on the front end of the pwr window/lock bezel (it tilts up from the rear) - pry out the door marker light from the front (it pivots from the rear) - the door handle assembly pulls out from the top - it pivots on the bottom - there are three metal clips inside on the top - pull down and out from the top and it will pivot out from the bottom. Remove one large Phillips screw from behind the door light and the other from where the pwr window switches had been. The triangle piece at the front pulls gently away. Grab the whole interior door panel and pull up - there are three position slots on the bottom of the door and two along the front and rear of the door panel. (Remember this when putting it back together) - the tabs must go into the slots on the rear, bottom and front.

AnswerThe 1994-1999 deville share the same body configuration except for cosmetic and enginge changes and this procedure works on the 1999 Deville. On my 1996 DeVille, the flasher is a 3 prong, square unit that is located just above the emergency break pedal on the inside face of the lower dash panel. To replace this flasher you should start by removing the 2, 9/32" bolt head retaining screws holding the black access panel just above the break pedal. Lay down on your back and look up inside the dash. You may find the round hazard flasher high just above your head, this is not it. Stick you hand up along the panel in front of the emergency break pedal just behind the trunk release button. Locate with your hand a 2 inch long square relay box and move it to unhook it from it's clip. (If the flasher is the factory flasher it will have a metal clip retaining it under the dash. Your new part will not have this clip.) Route the old flasher and wire down so that it hangs from under the dash. Now you can see it and disconnect it. There are multiple connectors, but only three of them line-up and actually have metal receptors inside the socket. Take note of the removal of the flasher so you are not confused during reinstallation. I think the other connectors are for additional features not needed in the US. Take the part to the parts store or just replace with new one. Relocate the flasher safely up in the dash in relatively the same place and make sure it won't move around. return the black panel to its position above the break pedal and replace the 2, 9/32" retaining screws. Yes it's true. If your hazard lights work, but your turn signals don't, it's the flasher part.
The part is a black rectangular cube about an 1-1/2" deep with 3 metal prongs.
It is in fact located in front of the emergency brake and above the hood release, but I still found it difficult to find, but it was there. It was attached to the inside of the panel, and had a socket plug with wires attached to it. I successfully unplugged the part, but the part was still up there. The wires dangled down and but there were more holes in the socket than prongs on the part, and as above, only 3 have metal connectors in there. I plugged it in and my flashers worked! I'm so happy. I ripped off the old one, then found that there is a clip the you can brace the new one into.

AnswerYes, it is difficult to find, just grab the wires and follow them, on my 98 Deville, the flasher was to the front & outside of the e-brake, behind the metel side of the cabin! It IS THERE, just difficult to find.Thanks to those above me who pointed this out! :)

You have to release the tension bolts, and the actual bolts that hold the units on, after this make sure you have slack to remove the belts paying attention to which one came out first because that will be the last one to go back on. I would recommend replacing all the belts, the power steering can be overlooked and will start to squeak.
