It may be time to inspect and clean or replace the spark plugs. When the ignition key is turned to "ON", the fuel pump builds pressure so the engine may have enough fuel to start. If the plugs are fouled or don't provide enough spark to completely ignite the initial fuel with pressure, the engine will choke, backfire, and sputter until the pressure is stabilized. After the initial startup and the fuel pressure is stabilized, the plugs ignite the fuel enough for the engne to run smoother.

Just because a relay is clicking doesn't mean it's good. Swap the relay with an identical one in the fuse box and see if it helps. Also make sure that the starter is grounded properly.

That depends. Back in the 70s my dad had a car that wouldn't start unless he did. I have a Ford Explorer that can be troublesome to start when the temps drop into the teens and below; a heat lamp under the hood helps. Does the car turn over fine but won't start? Or is the problem with the battery meaning that the car just won't crank fast enough for the car to start? (The problem I have relates to fuel combustion, not battery cranking power.)
Other factors can cause difficulty in cold weather starting. If fuel related, use a winter gas treatment with each tank of gas. A car that's in a poor state of tune can also fail to start in cold weather, even if it seemed to run fine during warmer temps. If the battery just wont crank, you can try leaving it on a trickle charger overnight or have your charging system tested.
As for the light bulb, try it. If it helps your car start at certain temps, do it. If not, you may need to look at other options such as an engine block or coolant heater.
A couple of safety precautions: 1) Be sure that you place the bulb under the hood where it won't be too close to rubber or non-metal components that could be damaged or start a fire; 2) Be careful with electrical cords in the wet and snow (best to use a grounded cords); 3) Route the cords so that they won't be sucked into the fan or belts if you should start your engine before removing them; 4) Consider putting something on the steering wheel, like a red string, to remind you that the car is plugged in so that you don't drive away by accident while the cords are plugged in.
Dead battery on cold mornings only?
Batteries are weaker, and cars harder to start at cold temperatures. So, chances are pretty good that the battery is near the end of its life. However, before spending that money, it's worth checking a couple of things:
1) Is the charging system (alternator and regulator) operating correctly? Put a voltmeter on the battery terminals, and you should see around 13.8 to 14.4 volts with the engine running above idle. It should be able to maintain that kind of voltage even with the headlights on and the heater going.
2) Are the cables and connections in good condition? A voltmeter between the battery terminal and starter terminal post should show how much voltage is dropped in the cable, connections, and solenoid. Alternatively, just measure the voltage at the battery and at the starter while cranking. It isn't unusual for a good battery to drop as low as 8 volts while cranking.
3) And, if possible, use a good battery charger to top up the battery, then have a load test done - some auto parts stores will do that for you if you bring the battery in.
4) And one other thing: check if anything on the car is still drawing current with it parked and the ignition off. It's possible that a trunk light switch fails and is stuck on, for instance.

Standing in front of the vehicle with the hood open, #1 would be at the six O'Clock position on the distributor cap, from there clockwise would be 1, 6, 5, 4, 3, 2. The bank of cylinders on the drivers side from front to back would be 1, 3, and 5. The bank of cylinders on the passenger side from front to back would be 2, 4, and 6.

Open your ditributer cap and check if there is water inside the distributer cap. If there is water present then your ignition spark is traveling to the wrong cylinder. Also, what is your definition of not starting? Is the engine spinning over at all? Is the starter solenoid closing? Do you have power to the starter? There needs to be more info present to direct you in theright direction! Also, check your ground straps, if these late model engines arent grounded properly, you will continue to have electrical issues or problems! One other thing you might check is the seal between your hood and firewall, if it is leaking that could be your water source. Try to find where the water is coming from. It sounds like something could be shorting out somewhere. I really need more info to tell you for certain but here is a starting point. Good luck!

In a 4 cycle engine, top dead center of number one cylinder come up twice in the firing cycle, putting the distributor in with the piston at "TDC" may be 180 degrees out.
Note the position of both the distributor and the distributor rotor button.
Pull the distributor.
Rotate the rotor button 180 degrees.
Reinstall the distributor.

Disconnect the negative battery cable. Remove the retainers for the rear seat, then the rear seat cushion. Disconnect the harness connector from the fuel sender.
Remove the fuel tank module screws, the fuel sender and the fuel filter.

my car wouldnt start today. I had it jumped and the guy said my battery was gone. So i replaced it and it wouldnt start even after jumping the new battery. When we hit the fuse box it started up. I drove it to work and the car keeps fluttering and sort of jerking forward. It shut off twice once while i was still in traffic and once while attempting to back up. I let it sit and run for 45minutes and it keeps reving up high then going really low consistently while its parked. i dont know whats wrong can you please help me.
The first problem may have been a loose or dirty connection at or near the fuse box. Check all the battery connections at both ends.
The second problem sounds to me that the engine has to go through a "relearn" process. On some vehicles (don't know what your vehicle is) when the battery is disconnected the ECM (engine contol module) loses it's memory. It will run bad until it has gone through a couple of drive cycles.
