So to me, " wont engage" means that you release the clutch and the car doesnt move.
The clutch " wont disengage" Means that you step on the clutch but you cant get it to go into gear because the clutch didnt work.
So the first one, wont engage. The clutch is worn or the pressure plate is busted. You need to pull the transmission and get into it and replace what is bad.
The second one. Could be the fluid level is low or has air in it. Try changing the fluid and bleeding the air out of it. When under the car check the metal rod that pushes on the clutch throw arm. It should be moving in and out. Occcasionally the seal breaks and fluid runs out. If not trouble shoot the issue until it does move in and out at least 25 to 30mm.
If this is good and moving in and out OK then the throw out bearing, pressure plate or clutch inside the housing is bad. You gotta pull the transmission and look inside to fix it.
My 99 is in the shop as we speak for a compressor. I have heard that some people replace only the clutch...

The master cylinder and slave cylinder are replaced as a unit and are not designed to be repaired or bled. The replacement unit will come bled from the factory.
It may be possible to fill each component separately. Disassemble the slave cylinder by pulling the rod out of the cylinder. Remove the spiral retaining ring and seal unit below and filling it with fluid. Then reassemble. This will only remove the air from the slave cylinder. Perhaps, while the slave cylinder is removed, you could mostly bleed the master cylinder and line by keeping the reservoir full, pumping the pedal while holding the line outlet pointing up. Then carefully reattach the slave cylinder. Of course, it is still possible that you would still have some air in the system after all this hard work!
Note: Do not press the clutch pedal with the system attached while the slave cylinder is not mounted on the transmission! With fluid in the system, it will cause the slave cylinder rod and all it's parts to shoot out. This will most likely damage the spiral retaining ring.
NOPE, not possible. Tried it tonight, got no where. ill post more when i know more, but im going to attempt to use a system from another 98 Jeep. Check ur local Dodge dealer to make sure u have the same systems for what u look in ur wreaker for, but its may be possible.
throw out bearing is bad. pull trans and replace. you can spray bearing with wd 40 and noise will stop for a few minutes. it may have caused dammage to the pressure plate. replace all three.

There are usually 4 bolts that hold the clutch to the water pump shaft. It's often an awkward process to hold the shaft from turning while you remove the bolts, but it can be done.
There is a tool available to assist in holding the shaft in place. Most auto parts store will allow you to "borrow" the tool if they have one available. I used a pipe wrench when I did it, but the clearance is difficult.
As a note: when you replace the water pump, replace the thermostat at the same time as you will have the needed clearance to reach it.
