How do you retard the timing on your 1997 Dakota 318?
timing controlled by computer. no adjustment manually
You can check the ground in the wiring if nothing else works. However, it would also be a good idea to see if you are just making a simple mistake. Sometimes the light-on switch is separate from the hi-beam/lo-beam switch; try pulling back on the turn signal lever while the light is on. It should switch between hi and lo beam.
How do you change a valve seal on a 1994 3000GT?
It is very difficult and time consuming for a back yard mechanic. I have done it before and I didn't think I would ever finish. I'll put it this way, if you're going to try this yourself you'll need every tool that you've got and then some. 2 head gaskets, head studs, valve seals, timing belt along with tentionors and all pulleys associated with the timing and you'll probably want to get some 3rd gen lash adjusters will get you started. You'll need timing tools and also a tool that is used to compressed the valve springs to get the keepers out. You can do a search on all of this. It's very extensive you can't do this on a weekend.
The orange and green is the 12v feed from the auto shut down relay. The black and white wire is the wire the computer grounds.
Check the fuel pump relay.

Where is right upstream 02 sensor Dodge Dakota 3.9L?
The right side one is the passenger side one. Upstream means that it's on the engine side of the catalytic converter. Follow the exhaust pipe down from the passenger side exhaust manifold until you get to what looks a little like a spark plug screwed into the exhaust pipe with two wires attached. That's your upstream, right side O2 sensor. If you get to the catalytic converter without finding it, you've either missed it, or there isn't one equipped.
have you tried using two people at a time to open the hood - one to pull on up on the hood while the other pulls the interior release?
only way my '94 Accord would open. (or I prised release open with a screw-driver and pulled the hood myself)
hope it helps
Yeah, I tried that to no avail. The cable seems to be broken at the latch mechanism. I don't think I can remove the grill, either, without the hood open. I can get a screw driver into the hood space but there doesn't seem to be any access to the catch spring. Anyone have any other thoughts? This happened with my daughter's '96 Accord, I don't know if it will work on a Civic. I crawled under the front of the car and "carefully" slid a long metal rod up past the radiator and pushed on the release lever for the hood.

Code 12 means: memory standby power lost. (Your battery has been disconnected recently or there is a short between the battery and the engine control module)
Code 14 means: MAP (Manifold Absolute Pressure) sensor electrical circuit.
What are some ways to increase horsepower in a Dakota?
Depending on the model year and engine, there are aftermarket computer 'chips' available for sale that can increase power. They tend to be expensive, though.
For carbureted engines, installing a larger carburetor, and tuning your engine to it can increase horsepower.
Keep your air filter clean by replacing it more often. Or,
Replacing your paper air filter with a K&N, oiled cotton, washable, air filter will increase power noticeably. There is a drawback though, they allow more air flow (which is why they increase power), which means that there are more contaminants and particulates entering your engine's combustion chamber. This could possibly lead to premature engine wear.
Installing exhaust headers or freer flowing mufflers can have a positive effect on power, as can removing your catalytic converter in some cases (Illegal in some jurisdictions, you'll fail emission control tests if you do this).
Keep your truck well maintained, especially oils and lubes, and filters. Don't overload your engine with too-large tires.
Don't pack around extra weight you don't need. Example: carrying your winter sandbags around in July is just stupid.
