The light is on because the ABS has a problem. Unless you know what you are doing, take it to a professional. Another thing to remember about ABS is that it's easy to damage those delicate wheel speed sensors while doing brake work, or to cause metal particles to attach themselves to the magnet. Either is likely to put the system into default, or make it go permanently into anti-lock mode (called "false modulation"), and turn on the warning lamp. On ABS, speed sensors are at the top of the list of failures. As far as the ABS problems are concerned, the first is speed sensors with metallic particles sticking to the sensor nose. This may cause system default, or make it constantly go into anti-lock mode called 'false modulation.' Make sure the air gaps are correct, and the sensors and tone wheels are clean with no iron filings or debris in the vanes, which can give an erratic speed signal, set a code, and put the system in default. Another problem on wheel speed sensors is an internal break in a wire. Be careful doing any wheel work because those sensors are delicate. The second thing is rust where the sensor mounts or in the wheel speed sensor bore, which makes the sensor hard to remove. Another problem is moisture infiltration into speed sensor electrical connectors, which causes intermittents.
This is a potentially serious problem. It could be a fuel leak either in your fuel line or your EGR system. That is the worst scenario. The second could be you over filled your tank and it forced fuel up the return lines from your engine. If that is the case you will just have to live with it for a bit. When the gas pump shuts off that is when you stop filling the tank. Much more and you put too much fuel in the tank.

Yes it sounds like you need a new TPS. I work at a parts store myself and I also own a 1998 Ford Ranger. Mine has a 5-speed manual in it, and when my TPS went, I'd press the clutch to up or downshift and the RPMs would stick at 2000-2200, and remain there until long after i depressed the clutch. Made driving stickshift annoying, but yes, 1998s are known for faulty TPS.

I had this exact problem yesterday. It was an '02 model also. Not a single diagram anywhere. I went to the local auto parts store and had them make a copy for me. You could also go to a dealership service department and if you ask real nice they will copy one from their book.
I went to Autozone and got a diagram.
Autozone.com also has the Chiltons Repair Guide for free - includes the serpentine belt routing & much much more.
I found that it is only tight one way. Just remember the two pulleys that don't have the grooves in them will be against the smooth side of the belt. It was a real bear , but we got er done.

How do you replace the cabin air filter on a Ford Windstar?
The cabin air filter is located on the passenger side of the vehicle under the hood. It is in the plastic area that runs between the hinges. You will see a small flap to lift, the filter is behind that. If it is like the 2002 model. Open the hood. On the big plastic piece where the wipers go through, in front of the windshield, there is a small rectangular plastic piece. It is on the passenger side. It should be facing the front of vehicle. It is located behind that. There is a 4" wide by 1" tall black plastic cover that provides access to the cabin filter. It is on the front side of the cowl (black trim piece beneath the wipers), just to the right of the passenger side edge - accessed from inside the engine compartment. This cover just pries off.
The filter then can be lifted up and pulled towards you for removal. The cabin filter costs around $12
Easy, open the hood, below the passenger wiper on the front edge of the black plastic vent, you must see a slide plastic door that actually has an arrow sign pointing to the right, slide it out and inside you will see the air filter, install in the opposite way you remove the old one. the arrow should point up Try using some of the commercially available spray especially formulated for your kind of problems from any auto stores. Read the instructions on the label and follow. You can easily get rid of it. I tried it and it works! Good luck. Open the hood. If you look straight on at the engine it should be on the passenger side facing you. It is a small rectangular plastic piece that comes out. This is located on the big plastic piece where your wipers and such are mounted through. The cabin filter on my van is located on the plastic cover below the passenger side windshield wiper near the rubber seal, you'll have to open the engine hood to gain access. There is a rectangular plastic cover which you just pry off, then just lift and pull out your filter to replace it. Under the hood on the passenger side above the power steering pump
