Temperature control in most Ford vehicles these days is through the use of a "temperature blend door" mechanism. This door/flapper adjusts the amount of air that passes through the heater core that is then mixed into the air blown into the cabin.
This door is moved by a small actuator motor - which in the case of Windstars, is a very common failure point.

The plastic body of a fuse is translucent - allowing you to see the metal 'connector' between the 2 legs of the fuse.
When a circuit suffers an overload, it's that middle section that literally melts, thus breaking the connection.
A blown or 'gone' fuse, 95%+ of the time is easily recognized.
There are times it is not readily evident the fuse has blown. In that case, either resort to a tester, or just put a new fuse in.

Check out www.autozone.com. They have some repair information for some of the model years of the Windstar. This may help you to find the location of the ABS parts you are looking for. I do not know how to get the codes but I'm sure it must be a special code reader.
I can't help with the codes, but the actual ABS controller is under the driver's seat. It "talks" to the rest of the computer controls via the data lines that run all through the vehicle. My schematics show it connected by way of a 25-pin connector.
