I am exactly that height and I am 17 and people consider me short. From what I have experienced, anyone shorter than about 5'6" or 5'7" is considered short. But don't worry; its not a bad thing. I really like being short. I get to wear really tall heels and I am still not taller than my friends. And I get to stand closer to the stage at concerts because people pity me. Its great being short and I am sure with time you will feel the same.
