No. Clemenceau & his supporters wished to ensure that Germany and its Allies would be neutered sufficiently to ensure France could not be effectively challeneged in the future. As such his aim was to strip the defeated of resources as well as gain significant reparations for France, and thus removed 2/3rds of Hungary's Magyar population as well as Transylvania, a cultural bastion of the Magyar people. Today's equivalent would be akin to splitting Italy into 2: Nothern Italy including Rome and everything South of Rome, or dividing France by drawing a line from La Rochelle to Lyon.
