If the the problem is not in the actual switch itself, you may have a "flasher" going bad. these run your turn signals and four ways. They are usually located up under the dash some where or close to the fuse or relay boxes.

Are you talking about the "brake" light on the dashboard.. or the brake lights on the back of the car?? First, if it's the dashboard light, you need to add brake fluid or possibly change the front brake pads since the fluid runs low when the brake pads run low. Secondly, if you are talking about the rear brake lights, it could be because the little rubber pad that depresses the brakelight switch on the brake pedal when you let your foot off is worn out (has a hole in it) and the plunger on the switch is poking through the pad (which is mounted on the pedal). I fixed this problem once by simply gluing/taping a dime on the pad which made a hard surface for the switch plunger to depress against. Just look under the dash at the brake pedal and you'll see what I mean.

I believe the 99 Cherokee has an electronic relay that is located behind the right headlight below the battery. If this relay fails it may cause the fan to stay on or not work at all. Generally it means the fan is drawing a high load and may have to be replaced. I have gone through two fans and 3 relays without any dealer support as to why this is the case. I do know that if you can maintain a minimum speed you can still drive it as this is how i drove to the dealer. Airflow through the rad from moving negates the need for the fan temporarily. Make sure that when the new relay is installed you ensure it is mounted securely as this connection acts as a heat sink and an electrical ground. It is to my understanding that this solid state relay is rated for 40A and the fan motor runs around 20-30A. Hope this helps.
