Punch holes all around the edge of this disk, about two inches apart and half an inch in from the edge. Next, soak the rawhide in cold water for 12 hours so it expands and becomes floppy; using a rawhide strip about a quarter inch wide, lace the disk onto the frame, crossing the laces on the back of the drum. Keep a slight tension on the lacing strip, but not too tight, or the holes will tear out as the disk dries.
Keep the drum somewhere cool and airy to dry very slowly; if the holes start to tear loosen the lacing slightly.
When completely dry the drum will be finished. A beater is made of a short, straight stick that can be decorated and padded at the end. You hold the laces on the back of the drum, where they cross.

However, to really understand this verse it must be seen in context with the other verses bracketing it, and the NET Bible's translation and especially its Notes are excellent for this:-

(v.37) But the man who is firm in his commitment, and is under no necessity but has control over his will, and has decided in his own mind to keep his own virgin, does well. (v.38) So then, the one who marries28 his own virgin does well, but the one who does not, does better.29 (v.39) A wife is bound as long as her husband is living. But if her husband dies,30 she is free to marry anyone she wishes (only someone in the Lord).

Because Paul's meaning is not quite clear, a decision on the proper textual reading is difficult. On the whole scribes tended to add to the text, not take from it. Thus the first reading should be favored as original, but this decision should be regarded as less than certain.

It seems odd not to change the phrasing in speaking about a father or guardian.
