You need to remove the washer fluid. You can siphon it out, or remove the power steering reservoir and dump it out. If you haven't had the car running , you may be able to absorb it out with a rag since it is probably floating on top of the power steering fluid.
The problem with washer fluid is that it is not compressible and will cause poor steering reaction when it enters the steering pump. It may even cause a loss of steering.

Absolutely not! The proportioning valve is a very important part of the brake system. Don't even think of bypassing it. Replace the valve if it is bad. Don't even think about it! That's one of the few things you can't screw around with. If its bad; replace it!
What would happen if you drove your car after adding power steering fluid to brake fluid?
If the fluid causes the rubber in the Master Cylinder, you can lose your braking ability. The rubber seals in there are designed to cause pressure one way and allow the oil to pass by when you release the brake. If that oil cant get by because the seal is swelled, the fluid will not compensate for the wearing of your brake pads and your pedal will slowly get closer to the floor as your pads and/or shoes wear.

How do I know if I have to bench bleed my master cylinder or not?
If it is a brand new master cylinder, it needs to be bench bled. If it was removed from the vehicle, it needs to be bench bled. If the brake lines were disconnected from it and there was a lot of fluid loss, it needs to be bench bled. If the reservoir was empty or very low and sucked air when the brakes were applied, it needs to be bench bled. If in doubt, bench bleed it. It's one of your vehicle's most important safety features, don't risk your safety, or the safety of others, for the sake of saving a few minutes of time or doing a little less work.
