More than likely, both parties. If there is enough damage to make a claim then it would be up to the insurance companies to make a decision. The claims would more than likely cancel each other out. If the other car is not moving and you are moving, there is no question that it will be ruled to be your fault.
How do you remove a bumper from a 1999 escort zx2?
To remove the front bumper on a zx2 , first you need to remove all of the fasteners on the top side of the bumper. ( open the hood and look straight down, remove all of those black plastic retaing screws.) After you remove the fasteners from the topyou need to lay down and get all of those small screws on the bottom/front of the bumper. Basically they just hold on the front splash guard but you need to remove them anyways. Once you take care of the top and bottom side of the bumper you need to remove both of the front inner fender wells. It's usually easier if you remove the wheels first. Once you remove the inner fender wells, get you a 3/8 drive ratchet wrench with a LONG extension. There are two (2) bolts on each side of the bumper, I believe they are a 13mm. Take out all four (4) bolts and then remove the front bumper cover and your done.

How do you remove the plastic rear bumper cover from a 2004 Toyota Highlander?
Based on a consumer-available manual and my experience, there are 6-8 screws/fasteners that will need to be removed. (6 if you have the mudflaps).
2 pop-out fasteners under the cover - if you look along the bottom edge of the cover, you'll see 2 tabs that connect the cover to the underbody. Use a flat-head screwdriver to pop out the connectors.
2-4 screws - where the cover connects to the bottom of the rear wheel well, there are 4mm hex-head screws that will need to be removed.
2 interior screws - lift up the tailgate, and you'll see a screw in the left and right corners. Remove these screws and pop out the fastener.
4 Bolts hold on to the bumper cover - lift up the tailgate and take off the cover where the tailgate latch is. There are 4 black flat head fastners which keep the tailgate latch cover. After you take that off, you'll see the 4 Bolts that need to be taken off. (Highlander 2001)
After removing those, carefully start on the left or right sides, lifting up and pulling straight out to release the bumper from the clips.
The center part is tricky. I know there are 'slide' tabs. I broke mine off since I had no idea how they slid (stupid manual didn't mention it!). So take your time, and figure out which way to slide the cover off of the connecting tabs. I think you had to pull to the left on the left half, and right on the right side, but I'm not 100% sure. (THIS PARAGRAPH MIGHT BE FOR THE 2004 -- See the paragraph with 4 Bolts, this was what this original writer was writing about mine was for 2001, which should not make a difference.)
For my 2006 Toyota highlander the bumper came out easily so I didn't have to go through the process in the above paragraph 7.
November/09 addition: I just took the plastic rear bumper cover off my 2004 Highlander following the instructions above. It took 25 minutes. There are 4 rectangular tabs ( 1''x1/4") holding each side of the cover at the top behind the wheel wells. You can pry the cover off by using a flat head screw driver inserted between the cover and the metal side panel. Start with the tab closest to the wheel, then work toward the back.

Remove 1994 Saturn sl1 front bumper?
This will take several steps to complete. You will need 10mm and 7mm sockets for your socket wrench. An open end wrench and socket extension will also be handy.
1) Open hood. Remove both headlight assemblies by removing 3 10mm bolts securing each headlight to the frame. Unplug the headlight bulbs and place the lights to the side.
2) Remove the 3 10mm bolts in front of the hood latch and set aside.
3) Remove the 2 10mm nuts found on each side, inside the space left by the removed headlights. You may need an open end wrench to access these bolts.
4) Remove the 2 10mm bolts found under the bumper on each side at the front of the wheel wells. You may need a socket extension to access these bolts.
5) Remove the 6 7mm bolts found under the bumper below where the headlight assemblies where mounted.
6) With these bolts all removed, the plastic bumper and painted place nose can be slide off the front of the car in one piece.
7) There are 5 10mm bolts joining the bumper and nose piece. These can be removed if you need to separate the two pieces.
8) Reverse these steps to reinstall the front bumper.

First remove the four 10 MM bolts holding the trans cooler and drop it down. Support it by attaching one bolt to the lower hole on the cooler frame. This will keep the weight off the lines. This takes two min. and allows easy removal of the elect. lines. Then remove the four bolts on each bumper. The bolts are 13MM and 17MM. You will need a ratchet, sockets, extension and a 13MM open end wrench. If you remove the rear bumpers, you should replace the rear pan with one of the aftermarket ones otherwise you will have big holes staring at the people behind you. I've never seen fog lights mounted OEM "in" the bumper on a 1996. However if your talking about on top of the bumper then that is easy. Just unbolt them than take them apart and replace the bulbs. Or do what I did and install newer aftermarket ones, they work much better. With the aftermarket lights you may have to modify the OEM brackets a bit. I used rubber spacers to help hold the new lights in place and cut down the vibration. If your lights are mounted in the bumper, you will have to remove the bumper.
