There's three major possibilities: Switch is bad, relay is bad or horn ground under the hood is bad. Horn switches in C3 cars had tendency to come apart because of plastic rivet holding the pieces together. I suggest just buying a complete replacement switch rather than trying to fix the one you have. I tried to repair the one in my 76 and my 79 and both times ended up just getting new ones. I'm a little fuzzy on the relay. I'll check into that. Highly unlikely though. The horns themselves are mounted between the headlight units up front. They use the car's chassis for ground and a solid dark green wire for power. The C3s were known for horn trouble due to ground problems. Check to see if the metal bars holding the horns in place are rusted at all. If so, you'll need new ones. If you can't afford new ones just yet, daisy-chain the grounds for both horns together with new wire, and then bare that wire on the other end and put it under one of the bumper/frame bolts somewhere close by. You can always use the bracket for the a/c or alternator as well. Hope that helps! -ku2002

Remember to follow all safety guidelines for jacking the car into the air, and as always put on your rear brakes to further secure the car from rolling while your under it. From the front riders side get under the car and look up right behind the bumper, and you will see the horn attached sideways to a bracket. Unscrew the one holding nut, and then disconnect the wire from the horn assembly. Pull the horn out, and that's it. To check to see if the horn itself is faulty, use a jumper wire to jump the connection to the battery. Assembly is the reverse of disassembly.

New HeadlineFor 2003 Sunfire the problem was isolated to the horn pad. Best to disable airbag when working in this area. My horn pad came off by using a screw driver to move aside a shiny metal wire in each of four holes on the back of the steering wheel. Look with a mirror and you'll see the holes and the spring retainer (wire). The pad pushes back in place when and re-engages the retainers when the job is done. There is a wire on a male plastic connector that quarter-twist fits into a female socket on the steering wheel. This wire close the circuit when the pad is pressed. In my case the socket had cracked. My fix was to use a little glue. It works (last 6 mos) but may not be the best solution. The other option, if the dealer understood my need, and I'm pretty sure he did, was to replace the broken part. I was informed by the Ponitac deaer (as I understood him) that the part is integral to the column. Because of liability with respect to airbag, the whole steering column needed to be replaced; part cost $1000.00. Glue seemed like an ok idea.
