How do you start a car that has not been started for two years?
First, get all of the old fuel out, then put a couple gallons of new fuel in and change the fuel filter.
Change the oil and filter, substituting a can of your favorite engine cleaner for 1 quart of oil. (follow the directions on the can of cleaner)
Then, use a jump start or whatever is necessary and spray a little starting fluid as a helper tries to start the engine.
Next, put a can of high quality injector cleaner into the tank when you fill it then put some miles on it.
Don't go very far from home. It's likely to start having problems sometime during the first few thousand miles.
Change the oil after a couple hundred miles.
Good luck. Recognize that all of the rubber parts will be likely to fail soon, so be watching for engine and transmission seal failure as well as tire and other rubber part failure.
It could be fuel, electrical or engine mechanical. There is no way of knowing given the information in your question.
1998 Dodge Intrepid wont start cold?
Hi - I live in Alaska, where temps. drop very low (below zero) but the rule of thumb is "plug at 20", meaning plug in your car at 20 deg. or below...Today must have been right at 20 deg. or just below that today and my 1997 dodge intrepid wouldn't start. It finally did, but I only plugged it in for like 2 min. and it sounded like I blew or damaged something. However, everything seemed to be working fine on the way to the store and back so I should be good. Anyways with the intrepids or any car at that, get an extension cord and plug in the plug in the front of your car to an outlet and after 20-30 min. your car will start just fine (plus it's really good for it!).

Using the electronics (lights, radio, cranking engine but not starting, etc) without charging the battery.
If you charge your battery, the car starts and runs, but goes flat in a short amount of time, it's possible your alternator is not working properly.
Make sure fuel is getting too the carburetor. The carburetor might not be getting fuel or it could possibly be getting too much fuel. Adjusts the carburetor.
A faulty alternator will cause those symptoms. You might want to get t checked out.
The instrument cluster is loosing communication with the other computers. There is a dealer service bulliten about replacing one of the plugs on the back of the cluster.

The O2 (Oxygen Sensor) has nothing to do with the engine not starting. If it will not start you either have no spark or no fuel. If the engine will not turn over, it is either the starter, battery, connections, ignition switch, or starter solenoid. Some starters have the solenoid built into the starter. Test the battery, and all connections. Remove the starter and have it tested at any auto parts store.

Sounds like it could be any component of the starter. Just had the same problem, first was a loose battery connection so you may want to check that as well, but ultimately needed replacing of the entire starter.

Will it even crank? If it won't, you have an ignition switch or lock cylinder going bad. If it does crank, just not running, then check to make sure fuel pressure is good and that the ignition coil is good. When exactly will it not start?

It may be the starter solenoid that is clicking. If the battery is very low when you try to start the car, the solenoid will engage but the starter will not turn. Because the battery is so low, there is not enough power to hold the solenoid closed (in the start position) and try to turn the started so as the starter draws power, the solenoid clicks open, The starter doesn't draw any power with the solenoid open so the solenoid has power to close again, the starter tries to draw power and the cycle repeats. The sound seems to come from behind the glovebox because the solenoid is probably mounted on the passenger side of the engine compartment.
