If the batteries charged but it just wont fire, try checking your ignition fuses and possibly tapping the starter (located by the tranny under vehicle), this sometimes works. If it turns over but just wont fire, check to make sure you have gas, and that all the plugs in the motor are clean, and if they are the problem is probably either your gas flow to the engine (check carbs to make sure gas is in there, to check u may want to poor a little gas straight into the carb and then crank it and see if it fires), or your distributor or computer. Another peice to check is the cylinoid, if the motor doesnt turn over, it may just be that its only about $10 at your local AutoZone, and is easy to install.

A 1995 is OBD1 not 2. The plug is the rectangular plug under the dash on the driver side. It is not the same style plug as an OBD2 plug.
The clutches are engaged using hydraulic pressure. The input shaft from the engine to the transmission runs the hydraulic pump which causes EVERYTHING to happen inside the transmission. A section of the transmission called the valve body is responsible for routing pressurized oil to engage the different clutches. Any point that results in low hydraulic pressure will cause the clutches to slip or fail to completely engage. Low hydraulic pressure can be caused by: low fluid level, a worn hydraulic pump, leaking seals in the valve body or even a partially blocked transmission fluid filter. Unfortunately, a blocked filter usually means clutch debris has built up to block the filter which causes the clutches to wear rapidly. Bottom line, once your transmission reaches the point you describe, it's probably done. If it's caused by anything other than low fluid, you need to either rebuild or replace the transmission. Even if it's low fluid the transmission could be permanantly damaged. I wish I could offer better future.

True You need to call the dealership and buy the screen/filter separate. It is located on the fuel pump its self on 1998 lxi. May be the reason the car needs two turnovers to start

Examine your water pump for any leaks or unusall wear on the inside where the fins are located, sometime the fins will shift causing it to stick and prevent it from being able to turn. If the fins stick, that will cause your engine to overheat. The most noticiable way to determine if your water pump is bad is the guasket will break open and antifreeze will literally pour out.
How do you replace the cabin air filter in a 1996 Chrysler Concorde?
Well this is what I have learned while searching the internet so far. My car is a 1995 though but I would think the cabin filter would be in same area. My search brought up that it is located under the hood on the far end of the passenger side just in front of the windshield wiper motor area. There is a screen on the top of the wiper motor area, remove and you will see a narrow wide door which hides the filter. Filter is in the air intake plenum wedged into place vertically, so you will only see it's edge which has an arrow that points toward the rear. Simply pull up and out to remove. Put in new with arrow pointing in same position toward rear. This in one answer I found. I haven't actually went out yet to look but plan on doing it this weekend.
Another one I watched said to turn car on and position your wipers in the up postion then turn off car so they stay UP. Open hood and remove washer fluid tube then remove weather stripping off to about 1/2 way. From passenger side remove collin screw and cap and if you have a middle bolt remove as well then push up the plastic wiper casing and you will find the cabin air filter remove up and out.
From the factory, it doesn't have one. It was only built with a screen in the location mentioned above.
