If it the same as the 1998 model, there should be a black plastic box on the right side of the engine compartment that says "remove to service air filter element below", the filter is NOT in this box, it is in another plastic box below this one. You must remove the two screws on the box you see, romove the two hoses connected to it, one you just pull off, the other you must remove a clamp to remove. After you do this you can see the box containing the filter it is set vertically and has two metal clips keeping it closed, just reomve the clips, and change the filter, dont forget to replace both hoses and both screws.

Don't push the Exit Button (rear wiper) until everything stops or lights start flashing simultaneous. (Alternate flash means it is testing; Simultaneous means failure.)

If you finish the test and it shows success (only the rear wiper indicator is flashing), and you exit and THEN they start blinking again, the test will not help you. You have a short somewhere that keeps resetting your console.

Here is what I have done. I know you've already tried this. Follow these instructions, and just wade through what you have already done. I have tried to explain some common problems or errors with the tests (See italicized.)

Start the car.

Turn blowers on FULL, and open all A/C ports (Rear, front...). If you can tell, it is better to have the A/C compressor off. (Often you can't tell, or you wouldn't be concerned with the flashing lights, right?) Turn front air to PANEL.

Press simultaneously the Rear Wiper (not the intermittent) button and the wash button. Hold for 5 seconds until all lights are constant. Release buttons and allow the tests to run (two minutes or so.)

When the Rear Wiper and the Intermittent Rear Wiper indicators are flashing alternately, it is going through the Calibration Test. When the A/C (snowflake) and the Recirculation indicators are flashing alternately, it is going through the Cool Down Test. (In my case, both sets flashed alternately during the entire test.)

Tests are successful when only the Rear Wiper indicator is flashing slowly. Push it to exit the program, and you're done.

Often, after doing these tests for the first time, the Cool Down Test fails, and the A/C and the Recirculation indicators flash simultaneously (though, just these two instead of the four.) Simply run the Cool Down Test independently by pressing simultaneously the A/C and the Wash Buttons. Hold for 5 seconds, and allow the test to run.

This may take more than a few runs to finally set. Mine worked when I ran the test as soon as I started the car the next time (after the car had cooled off completely overnight). When all lights go out except for the Rear Wiper, push the Rear Wiper to exit. Success!

Some have suggested turning the compessor off and running the car for 15 minutes previous to the Cool Down Test. This did not work for me. But it is true that if the compressor is cold (with condensation), the Cool down test will usually fail. Try, try again. If your A/C compressor is in good condition, it will eventually set. If nothing seems to work, your A/C might be have a problem.

If the noise goes away when the clutch pedal is pressed down, then the problem is most likely the clutch throw out bearing.

It may be the stainless steel shrouds on the exaust pipe. My 1994 truck will rattle when the engine is at a certain speed. The screws holding the metal together have begun to rust out, and the loose pieces are making the rattle. My 1994 truck does just the same. About 3 years ago I was advised by the dealer to replace the timing chain immediately for about 1600.-$CDN (typical advice for a female...) and shrugged it off ever since. I just replace the engine oil more often. I read a few times that the models around 1994 have a slightly lose timing chain causing the intermittent rattle but are of no major concern. I will post again if my engine blows up after all....

On top of the transfer case behind the transmission (drivers side) you will find the speed sensor. (you will need to jack up the van and slide under on your back.. BE SURE TO CHOCK THE TIRES, SUPPORT THE VAN ON BOTH SIDES WITH JACK STANDS AND PUT A BACKUP JACK UNDER THE DRIVERS SIDE JUST IN CASE SOMETHING FAILS) there is a retaining bolt holding the sensor in (10mm) remove the bolt and pull out the sensor. there will be a small gear on it. remove the gear and slip it on the new speed sensor. the replacement sensors have a plug and harness that comes with them that is different from the one that comes on the van. You will need to cut the wires and remove the old one and wire the new plug into the harness. this is not hard and the wires are color coated the same as the stock wires on the van. (black with blue stripe, whte with orange strip and solid orange) Be sure you wire each to its match on the harness. You will need some good wire strippers, a lighter (to melt the heat shrink tubing it comes with, and some wire cutters along with a 10mm 1/4" drive socket and ratchet. there is a lot of excess wire on the new plug end so be sure you tape it all up so you don't have things hanging down that can get damaged.

I haven't run into that particular problem in a Cougar, but the systems in most cars are similar enough to offer a few clues: First, an education, that's free. If the vehicle uses the same lights for brakes, turn signals and hazards; and not separate turn signals, then all these functions have to be routed through the turn signal switch, in the steering column. This is usually a pain to change, but they often develop problems... Try to imagine how much they are used. In your case, I would first make sure all the lights are grounded well, but this is just proceedural, because the hazards work. As much as you're not going to enjoy changing it, the turn signal switch in the steering column is most likely the culprit. Sorry, but it does give you an opportunity to clean out the column... :)

If not fuse related then you need to remove the platic steering column cover. Under there at the end of the shift lever you will find two small wires that are for the tow haul button. These wires get brittle and break over time from shift level movement it seems. You will have to repair the broken wire and you should be good to go!
