ANSWER Does chime go off when door is closed? Mine does but chimes constantly with no key and door open. On mine it is in the key cylinder on the steering column. There is a sensor that says the key is in the ignition. I smack steering wheel and chime goes off. Find the one and only wire that goes to key cylinder and disconnect it. By doing this you no longer will be told that key is in ignition or that headlights are on so be careful.

Your limit switch is probably dead. The automatic shoulder belt has a limit switch at each end of the track. When the belt reaches a switch the motor stops turning. If the door is opened, the motor will keep turning one way until the front limit switch is pressed. When the door is shut, the motor will turn the other way until the back limit switch is pressed. If the front switch is shorted, then it's always telling the motor that the seat belt is extended. So the motor wont extend the seat belt at all. But if you manually extend the belt and shut the door, the belt retracts because the rear limit switch is fine.

There are 4 things necessary for an engine to run.
1)Good fuel, at the proper time (fuel, fuel pump, fuel injectors)
2)Good spark, at the proper time (distributer, plugs, wires, coil)
3)Compression (pistons, valves, timing chain)
4)and an unobstructed air intake source. (air filter, intake manifold)
You are missing one or more of those things. If you are absolutely sure that the fuel pump is giving ENOUGH fuel pressure, that the fuel injectors are working, and that there is good fuel(not full of water), then I would check for spark at the spark plugs next. Figuring out why an engine won't run is a process of elimination. You have to start by elimnating the 4 things listed above, which tells you what you are missing. Once you find what do not have, then you begin eliminating things that would cause you not to have that item, be it spark, compression, etc.For example, if you are missing compression, then the timing chain could be broken, there may be a valve problem, even blown headgasket. If you are missing spark, then there could be a problem with the distributer, coil, plug wires, ignition module, wiring, etc.
