There are many things that can lead a nation to abandon or never consider imperialism:

1) Weak Power of Projection: If a country lacks the army, technology, or neighbors who can be subdued, the country simply cannot do imperialism and, therefore, does not engage in the project.

2) Domestic Opposition:
If the people within a country do not want an expansionist foreign policy, they can vote down imperialism.

3) Resource Self-Sufficiency:
If a country produces all of basic resources it needs, there is no reason to invade other places and expend the manpower to unearth those same resources somewhere else.

4) Better Results from Trade:
If a country has good trade relations with another country that produces a needed resource, trading for that resource is far less expensive than forcibly wresting that resource from its host country.

During colonization the French built irrigation canals in the Mekong Delta. This led to increased cultivation of rice (quadrupled from 1880-1930) and greatly increased the export of rice for Vietnam. However, only a small cut of the profits came back to the landowners, and even less to the peasants.

The French financed their projects (in addition to taxation) by recruiting forced labor. You could call that creating jobs. There was also convict-labor, poor working conditions, lack of medical care, low salaries, and sometimes they weren't even paid.

The French officialized 'quoc ngu', the written script using the Roman alphabet. Unfortunately, along with colonization came widespread illiteracy. That is to say, literacy was more widespread among the majority before the French took over.

A small number of children were admitted to lycées, secondary schools of the French.

Medical care was well organized in the cities, for the French. Not for Vietnamese, thought even if it was for the Vietnamese, it would only benefit the small percentage that didn't live in the rural areas. There were 2 physicians for every 100 000 Vietnamese.

Who took over Morocco?

In 1899 France made its first claim to have control over Morocco. The French Foreign Minister of the day, Théophile Delcassé, put his own views very plainly at the time. In December 1900 and again in November 1901, Delcassé won the secret agreement of Italy that Morocco should come under the control of the French Government. However, the issue became public when Delcassé approached Spain over French claims to Morocco. The Spanish government insisted on informing the British government. With the matter now in the public domain, Delcassé was forced to formally approach the British government with his belief that France should take control over Morocco. The British government initially refused to support Delcassé but they changed their minds in April 1904 when the two governments agreed that France could have a mandate over Morocco as long as the French government publicly renounced any remaining interests in Egypt. In October 1904, Delcassé got the agreement of the Spanish government as well after offering Spain territories in the southwest of Morocco.
