First thing: pull th plug and check the gap and any extreme fowling. My first question to this problem-how do you know it is the #4 plug that is mis-firing?

If you are certain it is #4, pull the plug wire, insert a spark testor or an old plug, put on a glove that is well insulated (chore gloves work well dry), have somewone crank the engine, hold plug testor or plug about 1/4" from a well-grounded nut/bolt on the engine and check for spark. If the spark is blue, the spark is good. If it is an orange/yellow, it is weak-check the colil within the distributor.

Anther way to check spark is with a spark plug wire light-i use a lisle 19380

wire light-just put the groove area of the tester on the plug wire and it will light if the spark is strong enough.

Factory gap is 0.044. Also (and most people will argue this point) stay away from plugs like the Bosch platimun 4 (with 4 fingers) or the 2's. NGK makes a great plug in both copper and platinum, copper is also factory, but I like the platimuns better muself (Bosch makes good plugs too, don't get me wrong, I have all Bosch wiring on my Galant) but stick with the factory gap for best performance. The ECU is calibrated for that specific gap, so don't get suckered into buying some high dollar irridium or platinum non gapped plugs that are suppose to give you a couple extra horses. They are a way of money! My 2000 Galant 2.4L is custom turbocharged and that was the first thing my mechanic did was through out my Boach platinum 4's and told me to get plugs with the factory gap!!!!

In most cases you will need a socket wrench or breaker bar with either a 3/8" and /or 1/2" head on it and possibly a short extension. Some models may require a wrench of these similar sizes.Now that you are ready to go to work, you will need to find the spring loaded tensioner which is generally located near the top of the belt path; it usually has a shinny pulley on it. Look at the tensioner and insert the tool into it and apply opposing pressure to release the belt.Now, simply install the new belt making sure it fits into the grooves on all the pulleys. Start the car to check it and you are done and you saved yourelf some money!

Before changing any timing belt, it is recommended that you first line up the crankshaft timing and the camshaft timing. To get both aligned, you have to rotate the cranshaft twice. After rotating the crankshaft, align the mark to "0". Take note of any other markings and then you cane begin to disassemble the timing belt. It would be a great help if you can get some cam locking tool to hold the cam in place if you have a DOHC engine

Answerdouble check you work , make sure everything was reconected in to their rightful place . try checking for power at the starter. try it with a remote starter if that works the problem may be with the switch or somewhere along that line. also try removing all the spark plugs and try to turn the engine over watch that nothing comes out thru the spark plug holes if anything comes out you may have a rare but possible hydro lock.("water lock") this happens when too much antifreeze falls in to the cilynders preventing the pistons from moving.

THESTARTING SYSTEM CONSISTS OF THE 1) BATTERY, 2) STARTER MOTOR, 3) SOLENOID, 4) IGN. SWITCH, 5) CIRCUIT PROTECTION AND 6) THE WIRING. IN AUTOMATICS, THERE IS AN INHIBITER SWITCH LOCATED IN HE "PARK-NEUTRAL" SAFETY SWITCH OR "TR SENSOR" (TRANSMISSION RANGE) TO PREVENT STARTING IN GEAR.

CHECK THE STARTER CONNECTIONS-MAKE SURE THE SOLENOID WIRE IS GOOD AND CONNECTED (TIGHTLY). CHECK UNDER THE HOOD IN THE FUSIBLE LINK BOX. THE #1 IS A 30A IGNITION SWITCH FUSIBLE LINK. DURING YOUR WORK ON THE STARTER, IF THE BATTEY WAS NOT DISCONNECTED, YOU MAY HAVE "GROUNDED OUT THE STARTER OR ACCIDENTLY TOUCHED THE BATTERY WIRE TO THE SWITCH LINK AND "BLOWN" THE FUSIBLE LINK.

THE ENGINE NOT "TURNING" OVER MEANS THAT THERE IS A CURRENT "INTERRUPTION" TO THE STARTER MOTOR. REMEMBER HERE-WHEN YOU TURN THE IGN. KEY, A 12V SIGNAL IS SENT TO THE SOLENOID TO ENGAGE AND THEN THE STARTER MOTOR GETS A 12V POWER FROM THE BATTERY TO POWER THE STARTER.. IF YOU FOLLOW THE WIRING IN THE SYSTEM, YOU WILL SEE THAT THERE IS A WIRE OFF THE + SIDE OF THE BATTERY TO THE FUSIBLE LINK BOX THAT GOES TO THE 30A LINK. THE WIRE THAT LEADS FROM THE LINK GOES TO THE STARTER. IF THIS LINK IS BAD, THE STARTER IS DEAD WHEN THE KEY IS TURNED.
