There are a total of 4 but typically you can only get to 2 of them. I think its the top 2. Anyway, take 1 of them out, apply thread lock and tighten that sucker up. Then do the same to the other. After its fixed, when you operate the tilt, don't flip the lever and let the wheel slam all the way up and in the future. just tightening the 2 small bolts should hold it fine.
