On the back of you paint can it will tell you how much sq. footage the can will cover. Measure before you by. For example, if your walls are 8ft. high, and 10 ft. long, that equals 80 sq.ft.(for one wall). So 80x4=320sq.ft. Make sure you buy enough for 2 coats.
Does lacquer coating on tinplate affect welding?
Yes. However, there are paints designed to be compatible with welding as they are designed to protect the surface of the plate from corrosion while in storage.

You could try sanding the clear coat off where it is pealing then re-coat with new seal coat, I am not sure just how well that would work.
Of course the best thing would be to take it to a paint shop and have it professionally repainted. I can tell you from experience that if you do nothing the paint under the seal coat will deteriorate to primer and it will rust through that.
the best way to stop surface rust is to sand the spot of rust off and then spray it with some primer to keep the rust from coming back

Rust is actually a chemical reaction between the iron found in metals and the oxygen found in water. What is the best way to repair peeling clear coat on a cadillac?
If peeling you can scrape it off with a razor blade. Sand the remaining paint with 400 grit. Sand/feather the edges that don't scrape off. "Clean" and add 3 coats (progressively more each time) of Clear. There is an item sold in spray cans called "Peel"at paint shops but it will remove the paint too.

Use soapy water to hel keep the dirt away from the surface and wet sand until a uniform dullness is visible.
