As I do not fully understand Dhiraj's answer therefore I make no comment on it. I can only give one belief regarding the Christian view on your question. First let me answer the latter part of your question. There is room enough and more to accommodate all who will be born upon this earth. I understand your concern regarding the over population of the earth, however you must remember that most are concentrated in and around cities.
The Lord knows just how many people this earth can accommodate comfortably, after all He organised it. Death and birth seem to have a well balanced occurrence, as we loose one so another takes its place. The soul or spirit of a new born child enters its body at some chosen time. It is said by many mothers that when the unborn child moves for the first time that it is then the spirit enters the child.
The first part of your question is that all spirit children await their turn to come to earth and take on mortality.
