Why did you need to have a licence to use a cigarette lighter in Portugal in 1947?
The cigarette lighter license was introduced by the Portuguese Prime Minister Antonio Salazar in 1937 as a means of guarding against loss of revenue from the state-owner match industry. The cost of a license was 48.5 Escudos (about 70p) a year, with on-the-spot fines issued to people using lighters without a license. In 1962, which was the last year complete records were kept, 87,381 licenses were issued, but shortly after, the lighter license law was relaxed and it was abandoned completely by the end of the 1960s.
Where is the fuse box located for the windows on a 96 Jetta GLS?
its under the driver side, below the panel on the other side, below the wheel. I see it, on our 1996 VW Jetta GLS. It is a single, yellow, 20 amp fuse. It is underneath the coolant overflow. Assume you are standing in front of the car, facing the windshield at the left, front corner. Under the hood, see the battery? It is behind the battery, closer to the firewall. Bruce profiles.yahoo.com/bwlynch2 The main fuse panel is behind a cover on the bottom left corner of the instrument panel. The fuse for the ac compressor is number 19. Bruce bwlynch2@yahoo.com

From what I understand of your problem, IF the fuse for that circuit IS good, then the problem is probably that the wiring of that circuit is "open," disconnected somewhere.
For an electrical circuit to function, the circuit must be complete which means that a conductor [wire] must be attached to the Positive terminal of the battery and run [through various harnesses and connectors, plugs, etc.] to the fuse, then to a control switch [not needed in this case of yours], then to the electrical device (in this case your "outlets"), and then another wire [called a ground] back to the Negative terminal of the battery. Sometimes the ground wire does not go all the way back to the battery Negative terminal, but instead connects to the body sheet metal near the device, and the body sheet metal is all grounded to the Negative terminal of the battery.
This continuous line of conduction makes a "circuit." IF any part of that circuit is disconnected at a connector, or a screw terminal, or at a sheet metal ground screw, the circuit is "open," incomplete, and cannot conduct the electricity.
The "fix" for your problem is for someone who understands and is experienced in automotive electrical system to fully "troubleshoot" that electrical circuit to find and identify the defect and then to properly correct it.
Although there could be only one of many possible defects, you need to find it, and fix it in order to cause the circuit to work as it should.
Another thing that comes to mind is that often fuses will "look OK" yet be incapable of conducting electricity. How do you know that:

What could be the problem if your 95 Geo Metro 4 cyc keeps blowing the IG 15 amp fuse?
eek! if by "IG", you mean "Ignition", then that's what's causing your problem; the 1995 GEO Metro 4-cylinder requires a 70amp fuse, not a 15amp!
a quick note on the 70amp fuse, I've had to change mine before, and trust me, they are HARD TO FIND in most auto stores (Napa, Schucks, Autozone, etc); most of the 70amp fuses available in the US are pos/neg inverted, meaning the copper nodes are sort of crossed horizontally on each other (one on top of the other, like folded arms), while the correct 70amp fuse for the Geo is neg/pos vertical, meaning the nodes are groove-side out, pointing downwards.....i had to eventually have my local Chevrolet dealership order one from the manufacturer for me.
works great now, though! ^_^
the fuse block on that should be located under the dash right above your right foot.
