All you have to do is take a jumper wire and touch one end to the field post on the reg and touch the other end to the bat post on the regulator just so it sparks a little bit.

Remove the lower cover at the ignition switch. unplug the wires going to the steering wheel. That is the clock spring wiring. When you remove the steering wheel the clock spring is right there. Dealing with the air bag is DANGEROUS if you are not familiar with this stuff spend the money to have it fixed. Your safety is more important than saving a couple of dollars. Call your local dealer or go online to find the price of the clock spring. I don't know how much it cost.
