The tensioner is automatic, no adjustment needed. If you threw the serpentine belt then look for a misaligned pulley or worn tensioner wheel. If you need to move the tensioner to get the belt back on then look for a square hole in the tensioner arm. Use a breaker bar with the appropriate sized square (probably 3/4") to move the arm to get the belt back on.

Generally, you only replace the inside mechanism of the water pump, leaving the body of the water pump in place during this rather simple procedure.
I just replaced the water pump on our 1996 Park Ave. which has the same engine and is likely to have the same set up. It is simple, as stated above, EXCEPT, the far left hand bolt head is 1/2" under the rim of the power steering pump pulley. The power steering mount bolts are reached thru holes in the power steering pump pulley. Remove the top one, loosen the bottom one and piviot the power steering pump towards the firewall to give clearance to remove that water pump bolt. Caution - if both power steering bolts are removed, they go in holes that are very difficult to see.
I just replaced the water pump on our 1997 LeSabre V6. I used the same technique explained above by moving the power steering pump pulley out of the way to get to the far left hand water pump bolt that goes into the block. To get the power steering pump loose, I removed the top retaining bolt through the power steering pulley holes using a deep well socket, and loosened the bottom power steering pump bolt. I had to back the bottom bolt out quite a bit (but not remove it), and push the pump down and towards the firewall to get sufficient clearance to remove the water pump bolt over the lip of the power steering pump pulley. It was a very close operation, but it worked well. Installation was the reverse removal.

If the hill is steep enough, and if you are going fast enough, with mild to heavy throttle pressure, or at highway speeds, with the cruise control set, the jerk you will feel is the transmission kicking out of overdrive as the engine applies more power to get over the hill. First thing I would do is check the Transmission fluid level. If it's ok then is the fluid "Burned" (used up). If it is burned have it and the filter changed. A good "reverse" flush even better (it will get the fluid in the torque converter also). Sounds like a Tranny problem but it could be "Engine Load" related, check the tranny first. The key for the "Pass-Key II" is simply a GM VATS key. The chip is actually just a resistor with one of 15 possible values (the resistance determines GM's numerical value). Any GM dealer, locksmith, or better-than-average hardware store should be able to determine which resistor value your key employs and replicate the cuts onto the appropriate blank. As far as the ignition lock itself (if that's what's going bad), I don't know how to replace it. However, if you want to go the cheap, and sometimes annoying route, you can just wait for the security system to just die. While it's dying, it'll occasionally trigger the Pass-Key system and kill your ignition system for a few minutes. But, once the system finally dies its final death, any key cut with the correct cuts will start your car (basically eliminating the need for the resistor in the key).

There are a few different ways to repair rusted out rockers. The easy way is to get yourself a fiberglass repair kit available at most auto parts stores. Be prepared to do alot of sanding though if you want it to look nice. I've also heard of slip on rockers that simply fit over your exsisting rocker but I'm not sure if they're available for a biuck or not. In my opinion though, the correct way to repair your rocker is to cut out all of the rust and weld in a piece of sheet metal, then grind it smooth, use body filler, sand it smooth, filler again, primer, primer sealer, and then enamel. Alot more work but well worht it if you plan on keeping your vehicle around awile. If your rocker is F.U.B.A.R. this site sells whole rockers for 95 buicks.
