It may just be a normal condition. In auto transmissions with a lock-up torque converter, you will see a slight to moderate drop in RPM when the converter lock-up clutch is engaged. The lower RPMs mean that there is no longer any slip between the engine and wheels. Since you are no longer losing energy in the torque converter (heat created by the viscous resistance of the fluid), you should save a little gas.

Check to see when the drop in RPMs occurs. Is it usually at the same speed? Is it usually in the highest gear/s? The torque converters of some transmissions will do this at lower speeds than others. My Lumina is designed to do this around 38 miles an hour.

When you start to climb a hill, check to see if the RPMs suddenly increase without the transmission actually downshifting. This is when the torque converter clutch disengages and lets the torque converter return to its viscous conversion of energy. This will almost always happen when gradually increasing the load on the transmission before it gets to a point that the transmission has to downshift. A quick increase of the load may cause the clutch to disengage and the transmission to downshift too fast for you to notice it. It will feel as though it is one action.

I am not exactly sure of a 1995, I just got done removing the drivers panel on a 1994. First pop out the red reflector which is on the back of the arm rest. use a screw driver at the top and bottom as that is where the catch clips on the reflector are. you will see 2 10mm bolts, one on a cross piece coming out from the door, straight through the opening, the other at a right angle going into the door itself, remove those. Again using a screw driver, pry out the top of the window, seat, mirror control panel (top being toward the fron of the car). Again there is a catch clip on the switch unit. Pull the top up and slide the whole unit forward and will come out of the arm rest. You will see two more 10mm bolts, remove. Using a torx bit remove the screw that holds in the small panel around the door lever and power lock panel remove panel. At this point you can pry out all the plastic panel clips along sides and bottom of the panel. The top of the panel needs to be "unhooked" from a channel along the window. Then whole panel should come off. Unplug electrical connections (label first) as needed.

Front Disk pads on the 94 Buicks are pretty standard GM design. Set parking brake, Elevate front wheels and secure on sturdy jack stands. Remove wheels. Open the lid of the brake fluid reservoir. Put paper towels under it to catch overflow drips. Use a large 3/8" Hex wrench or a hex socket to remove the two bolts on the Caliper. The head is on the inboard side of the caliper where you cannot see it. Do only one wheel at a time so you can see how it goes back together. Wiggle the caliper and lift it off the rotor. Hang it from the suspension with a coat hanger wire to avoid strain on the flexible break hose. Use a large 8� C-clamp and one of the break pads to slowly compress the piston. Go slow as this pushes fluid back to the reservoir which may overflow. Inspect the rotor for grooves or rough surfaces, and replace if needed. Most rotors cannot be machined down because it removes too much metal and would reduce the heat capacity of your brakes. Rotors are not attached to the hub, just pull on them to remove. (Also replace rotor if hitting brakes causes steering wheel shimmy.) Clean a new rotor with a solvent such as BrakeClean and paper towels. Install new pads. Coat the contact points between the pads and the caliper with Locktite anti-squeal (adhesive goo) to prevent brake squeal. Replace the caliper assembly back on the rotor. This may require much vigorous wiggling of the unit to get it back into place. If it is too tight make sure you have fully compressed the piston. Lubricate the caliper bolts and replace them. More wiggling of the caliper may be needed to line up the bolts. Tighten the bolts.

Compare you work with the appearance of the other side. Repeat the work on the other side. Put tires back on. Tighten lug nuts in cris-cross sequence to avoid warping rotors. Put cap back on brake fluid reservoir. Test operation of brake by spinning wheel by hand and pressing brake. Lower car and road test, Apply brakes gently for first 10 stops.

AnswerMy Fuel Filter is located in the middle of the car, on the passenger's side, just inside the frame rail. Easy access and easy replacement. Maybe the other answer applies to the Fuel Pump.
