No,there is no circuit protection between the battery and the starter. If the starter is causing a dead short to ground, there is definitely something wrong with the starter. Pull it and have it checked. The switch that engages the high current is inside the starter. If the starter is fried and perhaps something melted to ground, every time you engage it you will get a dead short.

Where is the PCV valve on a 2001 buick regal?
If it's a 3800 Series 2 engine (which it probably is) and it's Non-Super Charged, it is under the MAP Sensor, on the passengers side of the UIM (upper intake manifold), the big black thing on top of the engine, which you can see after removing the silver engine cover. The MAP is secured with 2 strange looking clips on either side and a wiring harness on the front side of it. It says 'pressure sensor' on the top I think. Carefully release the clip on the harness and pull it forward to disconnect it. (All of these parts btw are black plastic, except for the PCV). Squeeze the 2 clips to remove MAF Sensor and pull straight up to remove it. Under that is a round 'cover' or housing I guess with a spring inside. You then turn the black plastic housing piece about 1/4 turn to the left I think and it comes right off. The PCV valve is sitting right there in the middle of that round opening. I reached in with a pair of needle-nose to remove it. It's kinda grimy.
Word of caution - putting the round thing (sorry I don't know the name of that piece) is a b****, because it has a spring in it so it's gonna take some muscle to compress the spring to re-assemble. If the thing rattles when you shake it and you can blow through it, it should be ok. GOOD LUCK!
