I had this exact problem, although mine had nothing to do with when it was raining or using the washer fluid. My speedomter got stuck past the 115 mark. The problem is the motor that controls the speedometer needle has gone bad. This is fast becoming a common problem for 2003 thru 2006 GM vehicles, not just Rendezvous. I had mine repaired yesterday. The motor must be replaced. Buick dealer wanted to charge me almost $500.00 for it. I had a local speedometer repair shop do it for $300. Would have been $190 if I myself would have removed the instrument cluster and brought it in to them. They did all the work, took about 3 hours. There are 6 motors on the instrument cluster. Have them replace all while they're at it. Very good chance the other motors will start failing over the next year.

I have done mine twice. First get the reservoir and air filter out of your way. Then get a ratchet on the pulley that is just a tensioner - by turning the bolt you create slack in the belt. There are two bolts behind it that hold a casting for the bottom bolt.
