I would first try your local salvage yard. If they cannot help, then go to a body shop. They can order you one. Cost, I do not have a clue.
Getting this bumper new is not possible. You'll have to post that you are looking for one on a salvage web site and if and when one becomes available, they will let you know. You'd be better off looking for one yourself through Hemmings Motor News or Toronado groups such as on yahoo Groups. You may even have to find a core and have it rechromed. I know all this because I've had to replace mine.
You have to pop out the harness that holds it on to your bumper. Youll be left with a wire with the light on the end of it. Take it apart, and there is your light bulb.

1. Sand the area, then lightly spray your color over it. With newer cars with clear coat, you'd have to also spray a layer of clear coat over the touch up job to make it match.

To repair a scratch in the paint of a car is not a easily answered question. It depends on the severity of the scratch. If the scratch is small you can use some of the commerical scratch repair kits or the temp fill in wax. For more severe scratches try sanding the area with 400 grit sand paper and the area around it (about 1-2 inches). Finally @ any Wal-Mart they should have color paint repair kits that will match your paint as long as it's a common color. They have detailed directions on their product. It is best to consult them first. If you dont feel secure sanding your car, I would consult your local auto body repair person and get estimates!!!!!!! Automotive repair ppl are shady so watch yourself!!!

A scratch that's not too deep can be removed with automotive paint thinner and a cloth and some gentle rubbing. NOTE: the area you rub will become much shinier than the rest of the paint. WARNING: automotive paint thinner is toluol, highly toxic to breathe. Use good ventilation.
A slight scratch can be repaired by hand rubbing with a soft cloth and rubbing compound, followed by a fine scratch remover used to take out the rubbing compound abrasions. Rubbing compound is very gritty, and will actually dull the surface when rubbed by hand, but these fine abrasions can easily be removed with a finishing polish.
More severe scratches may need some wet sanding. DO NOT USE 400 grit sand paper!!!! No amatuer at this should sand on their car with anything more coarse than 1200 grit (preferably 2000 grit ultra fine). If you use 2000 grit, you may be able to skip the rubbing compound, and go straight to the finishing polish.
400 grit sandpaper is only for use prior to painting. I have many years of experience in this area, and I stand by what I say.
Be careful using any thinner or solvent on your car's finish. If it is original, it may be ok, provided it isn't lacquer. Lacquer readily reverses to liquid when it comes in contact with solvent. If you have a late model basecoat/clearcoat car, thinner probably won't help repair a scratch, because the finish will not reflow (like lacquer), and therefore it won't have any effect.

Unfortunately, unless you have a police officer on scene on either the crash she caused, or the collision involving you, it's be near impossible to prove in court. Fortunately, most insurance companies have a low deductible but if you didn't want to involve the insurance company, I would have a conversation with her and pay for a percentage of the bumper, depending on how much damage you caused. You could get a mechanic involved and have him survey the damage that was done to your car and see if that had the kinetic power to cause the damage it had done to it. For example, if you have just a scratch and her bumper is up against her front frame, it's obvious the damage was pre-collision with you, but that requires her cooperation too. Good luck!

It's more of an ordeal than you'd think, especially the two pop in fasteners underneath the bumper. It took two of us an hour to get mine off, even after seeing the original (and very incomplete) answer to this question.

not sure how old this is but I'll answer it. when ur looking at the back of the car on each side of the back of the rear wheel well you'll find a Phillips head screw holding the bumper on there. then under the car you'll find 2 10mm bolts. ok now the fun part, you have to open the trunk and remove the carpet covering from the back and along the bottom you'll find 4 10mm bolts, one on each side and two sort of in the middle. then you sould be able to wiggle it free, but be warned, its very hard to get it back on once its off.

It's actually not as difficult as it seems. Look in the fender liner area (where the wheel wheel is) and you will see the screws that hold the liner in place. Once you remove the bottom screws (or be it the screws that hold the edges of the fender liner), you can carefully pull it back a bit to expose the bulb and socket. To remove the socket turn it counter clockwise until you can pull it out. To reinstall the socket turn it clockwise until it locks in place Carefully remove the bulb from the socket and replace with same type. To remove the bulb pull it straight out. Push the new bulb straight in. The bulb is a 194 5w bulb. Note: most of the time the reason the bulbs are burning out in the bumper is due to water getting in behind the lens and not being able to drain. What I have done is use a Dremmel tool to carfully drill a very small hole along the bottom of the lens to allow the water to drain. Another option is if you have clear silicone you can suirt some around the outside of the lens. This will prevent water from getting in. However, if there is already water in the lens you will have to drain the water first. To drain the water use a ratchet wrench and unscrew the nut that holds the lens to the bumper. In severe cases of corroded sockets you might have to replace the socket where the bulb goes into.

Open rear boot lid or hatch door, there is a single bolt on either side next to the door stops. Remove these two bolts. Remove rear mudflaps if fitted. At the bottom left and right hand corners are upholstery plugs underneath where the mudflaps are fitted. These are best removed by using similtaneously two screw drivers to either side to pull out the core of the plug fitting,it DOES NOT completely remove. These plugs can now be withdrawn. Now remove the three upholstery plugs sercuring the bottom edge of the bumper assembly to the underneath splash panels along the rear bottom edge of the vehicle. The last items to be removed are two screws( 1 x either side ) in the wheel arch where the bumper assembly joins the bodywork.
The whole bumper can now be gently removed by pulling straight out towards you the hip panel sections either side to unclip from the body bracket. DO NOT pull down or up as these sections are unclipped as this will result in damaging the plastic clip bracket that is attached to the body work. The whole operation can be easily done in about fifteen minutes.

There are also two bolts which attach the bumper on each side of the car. remove the front bolts first, then remove the ones on the side. then you and a helper grab each side of the bumper and slide it out towards the front of the car. once you remove the bumper, you will see two slotted areas on the sides of the bumper. you need to re-align those with a round metal part (you'll see it once you remove the bumper), when you re-install the bumper.

Pull your liner down at the front points of rear bumper and remove the two #10 bolts....take visable bolts and clips off the bottom of cover....lift gate---open storage compartment---remove plastic clips that hold liner and remove liner---remove two black clips that hold trim plate and remove trim plate---there will be 5 #10 bolts inside holes in to remove .....pull cover off! Note: from front points of cover to gate the cover just snaps in.
