What causes the speedometer to stop working and it not to shift out out first gear in your 1999 Chrysler LHS?

This is due to a faulty vehicle speed sensor. There are two of these on the car...an input sensor and output sensor. The output speed sensor is connected to the speedometer, and is the one that is causing you trouble. The engine will not shift up because the car's computer does not know how fast you are going without the vehicle speed sensor. It's an easy repair, and the part costs about $20 from any auto parts supply shop. It's probably somewhat more expensive if you purchase it from the Chrysler dealer.
