If a tightening band oil filter wrench won't get it off (are you turning Counter Clockwise????) you can drive a large screwdriver through it and turn it that way, but you'll make a mess. There really isn't much room to use a filter wrench from under the truck, so try this before the big screwdriver; remove the front passenger side tire and try from inside the wheelwell. There's alot more room for moving the filter wrench.

It is most likely the wiper motor transmission assembly. They cost around $80 at the dealer. I had to have mine replaced on my 01 Accent and they said it is a common problem on the Accent because water gets in there and it corrodes causing it to seize up. It shows all the same symptoms as a bad wiper motor but when a new motor is put on it will not work and it will keep blowing the fuse. I'm not sure how hard the assembly is to install. Dealer can get the part but independent mechanic will charge a lot less to install it.
