This truck probably has Rear Wheel Anti-Lock (RWAL) brakes and the flashing light indicates there is a problem with the ABS. There is a small black module near master cylinder that is the brain for this system. There are ways to check for diagnostic trouble codes in this system. Once you have any codes set, diagnosis can be fairly simple. If you are not adept at this, take it to a pro.
PROCEDURE: Diagnostic Trouble Codes (DTC) 's can be displayed by jumping terminals "A" and "H" of the Data Link Connector and observing the flashing of the "BRAKE" warning light. This should only be done when the brake lamp is "ON".
The terminals must be jumped for about 20 seconds before the code will begin to flash. Count the number of short flashes starting from the long flash. Include the long flash as a count. Sometimes the first count sequence will be short. However, subsequent flashes will be accurate. If there is more than one failure, only the first recognized code will be retained and flashed.
NOTES: DTC's 6, 9 and 10 will only turn the "BRAKE" lamp on while the fault exists. These are soft codes faults and can only be read with the Tech 1 scan tool.
Do not jump terminals "A" to "H" if the "BRAKE" lamp is not on. Jumping the terminals with the "BRAKE" lamp off will set a false DTC 9. This will turn the "BRAKE" lamp on and disable the antilock system.

I'm not sure about the XLS trim level , but there are 2 different 4.0 L - V6 engines used in the Ford Explorer until 2000 If you look at the 8th " character " of your VIN " X " - is the 4.0 liter EFI ( over head valve design ) and " E " - is the 4.0 liter - SOHC ( single over head cam design )

When you hit the brake pedal, the piston is now rotating outward with each pump of the pedal to fill the space between the rotor and pads. When you pump the pedal, you're pushing the fluid back into the calipers until the pads and rotors meet. When this occurs, the pedal becomes firm again.

Take it to the dealer, not a DIY repair. the sensor 99% of the time on the top of the rear differential.You have to buy it at ford about $25.00.One 10MM bolt holds it in place.Take it out plug in the new one push it back in the hole bolt it down. there is a sensor in the rear wheel that might be bad and need replacing, or if you can't do that right away, I've been able to unplug the connector from the side of the brake master cylinder under the hood. You will still have braking power, just not ABS. Yes, the rear ABS sensor mounted above the rear differential was my problem. To check it, remove the connector, and bolt mounting it to the differential. Pull it straight up. After removal, connenct an ohmmeter accross the terminals of the sensor. The sensor is a coil and should register continuity (low resistance) if good, otherwise an "open" indicates a bad sensor. If this check doesn't show a bad sensor, then you either have a problem with one of the front wheel sensors, or the ABS Control Module.

My olds 88 has a fuse for the power windows. I don't think it has a circuit breaker. The fuse box for mine on the lower dash panel just above my left knee. There are mostly "blade type" fuses but there are also two silver can type fuses and one of these two is for the power windows. ( I think the other one if for the power seats)

I believe you can if you do it right. I've jump alot of cars withthe method I described I've neverhad any problems. You must be careful not to short anything out.
