I have a 97 Honda and the same problem. I just started investigating myself. I was advised to look for a short in a wire harness just behind the intake manifold where the wires rub on a bracket. Usually there are three other codes in conjunction with the P1298 such as O2 sensors 1 and 2 and speed sensor. I guess this is common in older model Hondas. good luck

As far as I know, the seat belt with the retractor has to be replaced as a whole unit. You have to unbolt it from its floor anchor (make sure that all of the washers go back in the exact order they were in). Then pop off the cover for the upper anchor and unbolt that as well. Now things get to be a pain; the plastic interior moldings have to be removed to get to the retractor. The only specifics I know are based on a '00 Civic coupe, in which you have to remove the bottom of the back seat in order to get to the fasteners of the interior panel. From here just remove the necessary pieces, tracing them back to where the retractor is. The retractor simply has to be unbolted like the other anchors. Reverse for installation.
