If I understand your question right, you should have 4 vacuum lines connected to it. The top one connects to the carb by the bowl area; the next one connects to the rear of the carb; the next one comes from the vacuum advance on the distributor and connects to the middle vacuum port on the TCS; the last one connects to the trans line and to the front of the intake manifold. You use a "T" in the line for this one. If you had a GM factory repair manual you'll find a drawing showing how the lines go. Check, YearOne, OPGI, the Parts Place, USA parts, Kanter auto parts, etc.

To remove, flatten out the retaining washer side, remove large nut, remove smaller ( 14mm ) bolt on the adjustment side.
cleaning is easy, 6 screws in back, pull apart, clean out all that old grease, pay special attention to the two contacts on the sweeper arm, they should move in and out easily as they have springs underneath and are the man contacts, apply new di-electric grease and reassemble.
reassemble and align before tightening, easiest way is to put trans selector in R and move switch until reverse lights come on.

possibly your throttle position sensor is bad or not set properly. Take the connections off the battery, clean then, and wait 15 mins to reinstall. During that time make sure the throttle position sensor is in the idle position, as in closed. Rehood the battery, tighten the connections then crank. The computer may need to relearn the electrical signals from the TPS and if you had your foot on it when trying to start it with a dead battery, you may have sent an errant message to the computer about the location of the throttle blade.

You take out the old one, go to Fleet Farm, Turn in the old one at the service desk, Go to the battery section, find the correct battery, Purchase it minus core discount, take it home, put it in, hook it up, charge it, and start the jeep. Got it under control??? -Mr. Mechanic- It is also possible that it is your alternator, but not likely. First determine if battery is charged or not. Take battery to any parts store and they should charge it for you, if not buy a new battery and that'll solve the problem. Depending on year you could try to bypass the cylenoid. Look for the starter, big round part 4 bolts attached somewhere on bottom of motor. Next to it or connected somewhere to it is the cylenoid 4 leads wires hanging off. Touch far left 2 leads with a screw driver and see if engine will try to start at all.

How to adjust the play on a 1982 Jeep power steering gearbox?
Since jeep began they have used outside vendors for this type of part. Most jeeps have GM steering colums and gerars. If it is a GM steering box: Turn the steering wheel to the center position and loosin the nut on top of gearbox ( there will be a bolt with a stright slot scredriver head sticking up that this nut hold in place) using your hand on the steering shaft turn the bolt clockwise while rocking the shaft right and left and you will notice the play reduce. DO NOT TURN THIS BOLT MORE THAN 1/4 TURN AT A TIME AND NEVER FORCE THIS BOLT TO TURN. After you have reduced most of the slack tighten the nut and start the engine and test the slack in the steering wheel. This is a shade tree adjustment and you may have to play with it a few times and with a jeep of this year you will never get all the play out but it will help a lot. If you over tighten this bolt you will feel a tight spot in the center position of the steering wheel while driving and may need to back off the bolt a little. Make a mental note of the position of the screw driver before you start this because if the gearbox is shot this adjustment will not work and you will want to put it back where it was and and find a replacement steering box.
