Yes, an Olds 350 will fit if it's the rear wheel drive Supreme. It is the same basic block as the Olds 307 c.i. engine that came with some Cutlasses. Another option was the Chevy 305 which of course is the same block as a Chevy 350 (another possible option) if you are so inclined. An Olds 307, 330, 350, 403, or even a 455 will fit. The 455 will be tight and will need specific headers for the exhaust. Any Buick, Olds or Pontiac (BOP) will mount to your current transmission. If you go with a Chevy block you will need a adapter plate or a Chevy transmission. v6 and v8 engine mounts are different...so you will also need to change them
Why are possible reasons your car would not start?

First find your tensioner pulley( it should be the one that is attached to an "arm"), it should be either a 3/8 or 1/2 inch drive ratchet to raise this. Next take your top two bolts out. Then, and this is the hard part, reach around the bottom of the alternator to the inside of it, you should find your third and final boltat the bottom of the alternotor. This bolt is extremely hard to get out but with a lot of patience and bashed knuckles your alternator should come right out. Just to add more detail to the above: 1. Disconnect the negative (black) cable from the battery. 8mm wrench works best. 2. Loosen and remove serpentine belt from alternator pulley. Use a 3/8" drive on the tensioner arm and pull counterclockwise to loosen. 3. Remove the top securing bolt from alternator/bracket assy. 13mm bolt. 4. Loosen, but do not remove top bracket assy arm. 13mm bolt on top of engine. 5. Remove nut from middle bracket assy. I suggest removing this small arm entirely to expedite removal of the alternator. 10mm nut on alternator stud and 13mm on engine stud. 6. Make sure all children are out of earshot for this step. You are now ready to remove the dreaded pivot bolt. 13mm bolt and a 15mm nut. Your best bet here is to get a box end wrench on the nut and a socket on the bolt. After you have recovered the wrench several times from dropping it and bandaging your hands from the numerous cuts you have sustained, remove the pivot bolt and fish out the 15mm nut you dropped. 7. Unplug the electrical connector and remove the power lead (13mm). 8. Remove alternator. 9. Remove bracket stud from old alternator and put it on the new one. 14mm 10. Install new alternator by reversing the above steps. This is really a 20 minute job that will turn into an hour long test of your patience. I want to personally thank the engineers at GM for making the pivot bolt nut almost inaccesable. It may actually be easier to disconnect the wishbones and rotate the engine. Maybe next time.

IT WON'T COMPRESS BECAUSE THE PISTON HAS TO BE SCREWED BACK IN WHILE COMPRESSING THE PISTON AT THE SAME TIME - THAT IS ALSO HOW THE BRAKE'S (BRAKE PEDDLE) IS ADJUSTED.ALSO THEY MAKE SPECIAL TOOLS TO DO THAT - IF YOU REALLY NEED THEM.& ALSO THE BLEEDER SCREW SHOULD BE LOOSENED (if calipher is removed) so as NOT TO PUSH COMTAMINATED FLUID BACK INTO THE (ANTI-LOCK) SYSTEM (if equiped) & NOT TO PUSH BAD FLUID BACK INTO THE MASTER CYLINDER. Autozone sells a neat little tool that attaches to your 3/8" ratchet, just like a socket. It has grip devices that will grip the top of the piston and allow you to easily screw the piston back into the caliper. The little tool is inexpensive (around 2.00) and is a lifesaver if you are going to do rear disc brakes .

There are two fuse panels in the 1989 Olds Cutlass Supreme. The "inside" panel is inside the glove box, in front of the passanger. The "under hood" panel is located above and forward of the passanger side front wheel. There is also a dedicated 20A "ECM" fuse located inside a small compartment containing the fuel pump relay, under the hood on the driver side.

Ok. First you can't "turn on" a relay. It is either working or it isn't. "several electrical accessories in the vehicle use relays to transmit the electrical signal to the component. If the relay is defective. that component will not function properly." ( Haynes Repair Manual, General Motors 1988-2002, p12-5) Your fuel pump relay should be located under the hood in the fuse box on the right (passenger side) of the car. It is a black square approximately 1" by 1". Replace it if your fuel pump isn't working as a cheap method of elimination.
