Yes ... you can see it ... anyone can see it ... it is in plain view. However, it is on private property and a warrant may be required to remove it unless it is being repossessed.

No, you can't go to your local DMV and get a duplicate. You'll normally have to fill out a form requesting a duplicate title with a reason for the request, have the original lien holder fill out part of the form stating that you no longer owe any money on the vehicle and then pay a fee and send the form to your state's DMV. It takes about 2-4 weeks to get it back and trust me, it is a pain in the butt.
From personal experience irregardless proper procedure or law. I have sold and purchased many vehicles without Title. Using only a Bill of Sale. And have never had any difficulty as of yet.
