No, you can't go to your local DMV and get a duplicate. You'll normally have to fill out a form requesting a duplicate title with a reason for the request, have the original lien holder fill out part of the form stating that you no longer owe any money on the vehicle and then pay a fee and send the form to your state's DMV. It takes about 2-4 weeks to get it back and trust me, it is a pain in the butt.
