It is in a black box under the hood on the drivers side. You most likely will find a blue fuse blown. If the fuses are good you might have the same problem I had. I had a broken wire in the wiring bundle under the hood. The Ford garage found repaired it for around $150.00.

It should be 13.8V; 0.5V higher or lower is the limit of what is acceptable. A voltage too high is NOT good: it will ruin your battery and wear out bulbs and other equipment!

It is attached to the backside of the headlight switch. If you look up under the dashboard at the headlight switch you should be able to see the fuses.
There is a clip that can be removed, then it can be pulled off the side of the switch, however the easiest method is to remove the entire switch.
With one hand reach up under the dash, and follow the switch to where it meets the dashboard. You should on one side find a small metal button. Push that button in while pulling on the headlight switch knob and the knob should pull out of the dash. Then unscrew the trim bezel for the switch and remove the switch from under the dash. Now you should be able to easily access the fuses.

Do you have tail lights? If so, did you or somebody else install an aftermarket radio? On a lot of Japanese cars, the dimmer is wired backwards to what would be referred to as normal American design, and the aftermarket radio will burn out the dash light dimmer controller. So, not only will you need to buy a new controller, you will have to find the right wire, and eliminate it from the radio's adapter harness. Yeah it gets pretty messy, alright.
