You will find the fuse box just under the steering column near where you release the hood. open it up and on the inside of the panel, there will be a diagram for the fuses. Match up the right fuse and replace. You can just pull out the fuse with your fingers or with a small plastic device made for pulling fuses (much easier this way).

It's up under the dash on the drivers side. Remove the panel under the steering column (3 screws) and reach up toward the drivers side mirror. There are 4 relays located there. The horn relay is the square grey box, about 2 inches square. Press the horn on the steering wheel and you should feel and hear the relay clicking. GOOD LUCK !!!

There are possibly two (2) horns on a 1997 escort wagon, mine had only one on the right (passenger) side. It could only be seen and remove from under the car. It is located at the end of the metal frame and is mounted to it by one bolt and powered by one (1) wire the mounting bolt provides theground. The horn is protected by the bumper and is almost in line with the front tire. Another mount was on the left side of the frame, but no wire to supply voltage was there. It took several hours to find it and abount 20 minutes to replace it with a new horn. The low tone horn fit on the right side the high tone horn may fit on the left side. Good luck.
