When WWII ended in 1945, the cold war immediately began...in fact it began while the Soviets (Russians) and US/British were racing for Berlin in 1944. The Soviets were an enemy before WWII commenced; WWII was just a temporary truce until the axis were defeated.

Therefore, when WWII ended, the cold war commenced hot and heavy. Consequently, there was some downsizing from 16 million men to 3 million men...but the military stabilized at that figure. When the cold war ended in 1990 (Berlin Wall came down in 1989), the US military stabilized at around the 2 million man mark, but shut down an incredible number of bases.
