The book says:
1) disconnect the negative terminal from the battery
2) disconnect the solenoid wire connector from the terminal (this is about the toughest part believe it or not. Dang connector is tough to get off!) There is a little red locking piece that MUST be pulled out about 1/8". Once it is, the black locking piece can be squeezed and the connector removed. If you fail to pull out the red piece, you cannot un-clip the black piece.
3) remove the B+ wire to the terminal
4) disconnect the solenoid and B+ wire from the starter terminal
5) remove the bolts holding the starter to the transmission bell housing.(there are 2, first one is easy, second one is a bear!. I removed the air filter parts and was able to reach the 2nd bolt from the top. fairly easy.) A universal joint in your ratchet extension will help here.
6. remove the starter.
7 Above all safety first, support the van wile your underneath with jack stands or on solid ramps. I used ramps to avoid having the jack stands in my way.

You asked a very good question and I've become very disgusted with not only media, but programs, the news, etc., that takes something that is serious and makes it into a standing joke or sensationalism. We see some judges and lawyers with their programs on TV which I think is making a mockery out of the justice system. Some people will do anything for money! It's all about money, popularity, making a position for themselves and all they basically end up doing is being a flash in the pan and fading away. That's one good thing about it. A classic case of the above is the David Hasselhoff video which was leaked out (I have no doubt it was his wife and her attorney that did so although the wife denies it.) The man has a drinking problem and needs help. He asked his daughter to video tape him so he could see for himself what he looked like when drunk. Unfortunately the tape leaked out into the media and they play it over and over again. You bet it's unfair, but then again, who said life was fair. The world is a rough place and one has to always watch their back and listen well to their instinctive feelings about certain things in their life. In fact, I'm doing that right now with a problem I have. I consider no one my friend when I do business because I instinctively know there is one large bone in the middle of this world and everyone wants a piece of it and some people will do anything to get a piece of that bone. I've not had this problem in a Caravan, but my Camaro had the same exact problem, so I suspect from my background as an industrial electrician that the answers will be very similar.
The Camaro has a circuit board on the back of the gauge cluster that connects all the gauges. Mine was cracked and the ground foil was not making good connection. ALL the gauges would flutter and then go either full max or full min.
If you can see the bad connection, you can try repairing it with some solder; you may have to scrape the coating off the board to get the solder to stick. That worked for me for about a year. Then I ended up removing the gauge cluster again & getting the entire circuit board from my local junkyard.
You might also check the ground from the frame to the engine block, but I suspect that if that ground was bad, you would have runnability problems. Good luck!

We have the same problem. The quick (FREE) fix is to pull the IOD fuse and count to 5 and put the fuse back in. This resets the power lock "computer". The IOD fuse is a 20 Amp Yellow fuse in front of the fuse box, closest to the drivers headlight. We have to do this every 6-8 weeks.

I had the same problem and fixed it using the following steps. I am not an expert or even very mechanically inclined, just desperate to get this fixed without spending any money. This was done on a 1996 Dodge Caravan. Similar steps should apply to a number of years of the Caravans and Voyagers.
Two people will make removing the panel easier. To do this, you'll need a Phillips screwdriver, penetrating lubricant, and pliers.
First, if you cannot open the door at all: There is a small plastic disc plugging a hole just above the latch on the inside. Pop out that disk, and use a screwdriver to lift the latch mechanism. It should not take a great deal of force to move the latch. When the latch moves, push the door and it should open.
1. Remove the plastic panel on the inside of the van. You need to remove the handle and several screws on the perimeter of the door.2. Disconnect the interior door lights by gently pulling the wiring harness (two of these).3. Looking at the door from the interior, there is a small electronic plunger mechanism on the right side with an "accordion" (this is the electric lock). There is a rod that goes from the to the middle of the door, just above the lock mechanism. Another rod goes from the key lock to the latch. This rod, threaded on one end, snaps into a small bracket on the latch. It may need to be snapped back in. There may also be a rubbery/tar-like sticker near the locking mechanisms that can be removed (it can interfere with some of the moving parts).4. Manually operate the plunger on the electric lock several times using pliers. Mine was extremely stiff. It should move the rod at least a full inch.5. Spray lubricant on the latch, the back of the key lock, and the back of the exterior handle. Also spray lubricant into the key lock itself (where the key goes). Do NOT spray lubricant on the electronic lock mechanism or plunger.6. Just above the latch, there is a small hole (only about 1/8" around). Carefully and liberally spray lubricant into that hole in every direction (this is where the rods from the key lock, electric lock, and latch meet). There is a white plastic post that comes out through another nearby hole. Spray lubricant liberally into that hole, too.7. Again, manually operate the plunger on the electric lock several times using pliers. It should be considerably smoother to operate.8. Put your key into the key lock and pull it out several times.9. Spray lubricant into the key lock again, then carefully operate the lock with the key. If it didn't work or was stiff before, it should operate much more smoothly. Operate the electric locks several times.10. When operating the lock, you should see the plunger on the electric lock move to its extents (at least an inch). Watch it when using a key and using the electric lock.11. Check the movements of the rod and plunger when operating the lock, and the movements of the latch when operating the handle (when unlocked). If anything is still really stiff, use some more lubricant and operate the lock and handle again.12. When reassembling the door panel, remember to plug in the two wiring harnesses for the interior lights.
