To be certain I would need to see, but it could either be in a fail safe mode, where it will not shift due to some internal problem. It could have also locked up, on a standard it could be out of fluid in the clutch resivior.
Or... The question as stated leaves too many variables to be answered with any accuracy. What year of vehicle? What model of 'Dodge'? Which Transmission? Heck, is it automatic or manual? If it's a late '90's/early 2000's Durango/Dakota, the transmission bands may need to be adjusted. If it's a 1974 Dart, maybe just a fluid/filter replacement. If it's a 2011 Challenger, well, you're lucky because it's under warranty. Please be a little more specific. Check the wiring at the battery, and the starter. Many vehicles have a second wire that powers the vehicle from the starter wire. It sounds like a break in this second wiring system.

The 2002-2006 Dodge Ram 17" rims will fit the 1995-01 Dodge Ram but there's two obstecles to overcome...
The lug nuts on the 2002-2006 Ram are 9/16" and the lug nuts on the 1994-01 are 1/2". Use aftermarket 1/2" bulge lug nuts atleast 1.45 inches long.
The 2002-06 factory center caps will not fit the front hubs on the 1994-01 2wd Ram. You can use the 1994-01 factory center caps, these will fit perfectly on the 17" 2002-06 rims and extrude far enough to cover the 1994-01 front hubs.
The 2002-06 factory recommended 265/70/17 tires will effect your speedometer. When you're drivimg 60mph on your 1994-01 factory recommended 225/65/16 tires/rims, your speedometer will show 56 mph on the 265/70/17 tires/rims. Remember, 17" wheels will rotate slower than the 16" wheels. You can use 245/65/17 tires to over come this difference but the tires look undersized when mounted on the truck.
The 265/70/17 tires/rims will not rub on a 2wd/4wd Dodge Ram, even when turning.

Inspect them ASAP. You may have bent a wheel rim. That happen a lot on 94-02 It is called the Dodge Death Wobble This is the first I have heard of on a 1st gen.
The king pins are probably wore out. Maybe a tie rod is bad. This happened on my 1997 3500 Dodge Cummins and a tie rod had quite a bit of play in it. Had it replaced and had no more of that.

That is do to where the PCV valve is located. The crankcase ventilation system is unable to pull the normally occurring moisture from the area under the oil fill cap so it collects there as that thick slime. 90% of 4.7L's have that problem. It does no long term harm.

Just start looking for all the screws to get panels out of the way. drop glove box, radio mark all wiring as you go If your truck is an automatic watch for the little cable attached to column this movews your indicator for park reverse etc. To reinstall it have your steering column back in place and pull the cable unti it is on the neutral area with the tranny in neutral and everything will line back up on gear selector. Your vacuum lines can be a pain, but remember if if it won't unplug from this end will it unplug from that making it easier. mark everything as you disasemble There will be screws in the vents by the windshield and probably under the speaker covers, these just pop off with a screwdriver or door panel removal tool if you have one
