How do you measure the capacitance of 3 phase capacitor in active line voltage of 3 phase circuit?

You measure the capacitance of a capacitor in an active circuit by observing the voltage across it and the current through it. That gives you, by Ohm's law, the impedance of the capacitor. Plug that in the the equation for capacitive reactance, and you get capacitance.

Note: There is no such thing as a three phase capacitor. A capacitor is a two terminal device that resists a change in voltage inversely proportional to its capacitance. You connect one capacitor to one phase. If you have a "three phase capacitor", then you are talking about three capacitors. Deal with each one separately.

All well casings need to be grounded to the supply service ground grid. There is no better ground rod than that of a iron well casing. Grounding of the casing to the swimming pool will insure that if a fault occurs on the swimming pool electrical equipment, the safety equipment will trip the fault due to a good grounding system. In this case it is better to be over grounded that under grounded.

The megohm meter (or megger) passes the 500, 750, 1000 volts to the wire that needs to be checked. According to ohms law R=V/I, the current in the returned voltage is measured and divided by the resistance (inside the meter). Maybe - it depends on what device will be used. Many devices that run off a car battery will have some kind of voltage conversion and regulation so often times it will work just fine (at the expense of heat generation)- but your mileage will vary as it depends on the specific device.
