Once Hitler rose to power, heconcentrated on armies, war materials, etc, and then his armies invanded contries, like Finland. Hitler and Mussolini signed a peace treaty with each other, and therefore became allies. Stalin and Hitler also signed a peace treaty, but this friendship ended when Germany invaded Stalingrad in 1941.
